SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ..." 2897

San Diego (KGTV) -- County leaders are taking steps to provide more access to coronavirus testing to some of the local communities hit hardest by the pandemic.The new outreach program will begin with a free new testing site at the Mexican Consulate at 1549 India St. starting at 8 a.m. Monday and will run until 3:30 p.m.No appointments are needed.The County of San Diego has been trying to expand testing and outreach in the Latino community, which has been the hardest hit by the coronavirus.Of the more than 42,000 confirmed cases in the county, Latinos account for 63% of that total.County and community leaders say the Consulate’s opening as a testing location will provide an accessible, safe way for San Diego’s Mexican and Latino communities to receive COVID-19 testing.The additional testing locations coming online in the coming weeks will function on a 14-day rotation. SAN DIEGO (KGTV) - Community members are calling for a San Diego County Sheriff's deputy to be removed from duty.They claim he roughed up a local woman during a traffic stop on Oct. 1."I'm afraid for my life," said Shynita Phillips Abu. "I'm afraid to be targeted again, and I don't feel good at all."Standing outside the main building of the San Diego County Sheriff's Department, Shynita Phillips Abu described a violent encounter with a deputy.ABC 10News is not naming the alleged deputy involved at this point in the department's investigation.Abu said she was pulled over on CA 67 shortly after leaving the Lakeside Post Office."He came up to my window, and I rolled my window down, and he told me I'm pulling you over because you have a third brake light out," Abu said. "I asked the officer, what is a third brake light? I've never heard of a third brake light before, and I did inform him that everything works on my vehicle."Abu said her phone rang during their brief conversation."I got a phone call from the guy from the post office, and that's when the deputy went belligerent," she said. "He started to yell, ‘Get off the phone, put the phone down now.’"She said the deputy moved from the passenger's side to the driver's side of her vehicle and tried to get in."I'm asking him why are you arresting me," Abu said. "He said on video that I was not under arrest and I continued to record, and my husband called me and he (the deputy) told me stop calling people, stop calling people.”Abu continued to describe a chaotic situation. She said the deputy slapped her cell phone to the ground and got her out of her car."He pulled me by my hair and yanked me out of my car by force," she said. "At this point, he already had my arm. I have bruises all over my arm from his holding my arm so hard."Abu said she was handcuffed and put in the back of a car for hours, while she was taken from one facility to another. She said first they went to Las Colinas Detention facility, but she was rejected, then deputies took her to a hospital, and eventually they returned to Las Colinas.Abu said after about six hours, she was just released at a trolley stop and not charged with a crime.ABC 10News asked the San Diego County Sheriff's Department for the deputy's body camera recording. A spokesperson said they aren’t releasing it at this time.In an email, the department spokesperson said, "We are aware of the incident and have initiated an investigation into the matter. We do not want to come to any conclusions until we have all of the facts."When asked about the investigation and the deputy's status with the department, the spokesperson added, "His status remains unchanged."Following the press conference Monday, Abu walked into the Sheriff's Department and filed a complaint against the deputy. 2812
