(KGTV) — Two people were arrested this week after a pursuit took authorities from Valley Center into unincorporated Escondido.San Diego Sheriff's Department says the pursuit began just after 9 p.m. near State route 76 near Pala Mission Rd. after a deputy spotted a stolen truck. When the deputy tried to pull the truck over, the deputy says the drier sped off.The chase reached speeds of 90 miles per hour and lasted about 30 minutes, with deputies from Fallbrook and San Marcos assisting in the chase.A spike strip was used and put an end to the chase near the Mountain Meadows community of unincorporated Escondido, the department said.After hitting the curb, the driver put the truck in reverse and rammed into a Sheriff's patrol car, deputies say.No deputies were hurt.The female driver and male passenger of the truck, identified as Sally Arrellanes and Roy James Duncan, were arrested and charged with felony evading, assault with a deadly weapon likely to result in great bodily injury, vehicle theft, conspiracy to commit crime and possession of a stolen vehicle. 1093

WASHINGTON — Congress is defying President Donald Trump on removing Confederate symbolism from the military.The Senate on Thursday joined the House in approving legislation that would rename bases like Fort Bragg and Fort Benning that are named for Confederate officers.The Senate vote was an overwhelming 86-14 vote. Earlier this week, the House passed the measure with a 295-125 vote.The Senate passage opens the door for the Senate and House Armed Services Committees to open negotiations for a final version of the bill. Once that bill is passed, it would head to Trump's desk.Even if Trump were to veto the bill, Thursday's vote indicates that Congress could override it and make the bill a law.Trump has said he favors that military bases keep the names of Confederate military leaders, despite efforts from Pentagon officials to change the name. They'll try again Friday.In one big change, the new Congress convenes Thursday with Democrats taking majority control of the House, and Democratic leader Nancy Pelosi said outside the White House that there would be rapid passage of legislation to re-open the government — without funds for the border wall. VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
