SAN DIEGO (KGTV)- A mother from Sacramento is back in San Diego to search for her missing son, a San Diego State graduate who was living in Pacific Beach.Wesley Billingsly was last heard from on June 12, 2018. He was supposed to meet friends for dinner in Pacific Beach, but never showed up.Since then, there has been no sign of him.He is 5’8”, 130 pounds with hazel eyes and brown hair. He has several tattoos.Christel Billingsly, Wesley’s mother, has spent her days posting fliers, reaching out to people on social media, and keeping up with the San Diego Police missing person’s investigation into her son’s disappearance.“He was here actively driving these streets, going to that Vons to get gas,” she said while standing in a Vons parking lot on Garnet Avenue. “And then he just disappears?”She is offering a ,000 reward to anyone who helps bring her son home.“I know somebody that's reading these posters knows where my son is,” she said. “They need to speak up and tell me where he is because this is enough, it's enough.”Back in August, Christel Billingsley flew to San Diego from Sacramento and spent her son's 25th birthday searching for him.Police located his vehicle in the South Bay but that has been the only trace of him. After that Christel Billingsly made her way to Mexico to search for him.“I went and met with the police in Mexico, I had a translator with me,” she said. “I went and filed a missing report,” she also checked morgues and jails.She said her son had earned a degree in business administration and marketing from SDSU. He moved back home to Sacramento briefly to work and save enough money to return to San Diego.Once he returned, he was staying with different friends at homes in Pacific Beach as he looked for jobs.Christel pays her son’s cellphone bill and said the phone stopped showing any activity once he disappeared. San Diego (KGTV)- After a second vote, a marijuana production facility is given the green light to move forward. Dozens of people, on both sides of the issue, were there as city leaders made their decision. Planning commissioners voted 4 to 2, giving business leaders the conditional use permit they needed to move ahead with plans. “We’re elated that the decision was in our favor,” says Jared Angell, CFO of THinC. “We followed all the rules and regulations and were glad to see that the planning commission could uphold that.”Business leaders were hoping for this decision after a deadlock vote of 3 to 3 last week. The over 21,000 square feet building on Ruffner Road will be used for the marijuana production site. During today’s vote, some planning commissioners asked that the building, moving forward, be more transparent by adding more windows. Commissioners also requested storage items be housed on the top level. Community members were concerned about the safety and future of their neighborhood, but business leaders say ThinC is committed to working with everyone.“We reached out to a lot of local business and community members, and we’ve been working with them to ensure that our business will not negatively affect them in any way,” says Angell. “It sends a strong message about the strength of community,” says community member Ping Wang. “I would be overjoyed for our community coming together, banning together, and supporting each other.”The site will be used for manufacturing and distributing marijuana products. SAN DIEGO (KGTV) -- When a significant wind gust led to an emergency response at SeaWorld’s Bayside Skyride Monday, San Diego Fire-Rescue technical rescue teams and San Diego Lifeguards were ready. The teams conduct training sessions at least twice a year on the ride, which has gondolas traveling through the air for a view above Mission Bay. Monday night at 7:30 p.m., five gondolas became stuck with 16 people on board, including a toddler. “She was a little cold, because I think she'd been up there for a little bit, so that was my priority,” said firefighter Sean Murphy. The park also stayed in contact with guests through an intercom. Temperatures dipped temperatures dipped into the low 40s as crews launched a precision operation with ropes, harnesses and pulleys. “Our bread and butter is ropes and auto extraction,” said Murphy. Murphy showed 10News what was involved in lowering the 16 gondola passengers down to the ground. “Everyone had a little bit of jitters, but I tried to let everyone know exactly what we were going to do,” Murphy said. The toddler was put in a small harness. Murphy said it helped that the child's dad served time in the military. “He was pretty calm, composed, which was great relief for me, and allowed us to lower those two pretty easily,” said Murphy. It took roughly five hours to rescue everyone. No one was injured.The Bayside Skyride, which first opened in 1967, remained closed Tuesday during an inspection of the ride. 1644
