SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) — Neighbors point to a devastating Northern California fire as their strongest case towards getting the latest housing development denied in East County.Dozens killed and home after home devastated by the Camp Fire in Paradise, Calif., last year."A fire here would cause massive casualties and probably burn into Chula Vista or San Diego," Peter Anderson, of the Sierra Club, said in front of the County Administration Building Wednesday.Neighbors and environmental advocates opposed to Otay Ranch Village 14 say the county needs to stop piling up hazards. Despite the protest, the county moved Wednesday to move forward with the project."This is a catastrophe in the making," Dan Silver, of the Endangered Habitats League, said. "There are tens of thousands of unbuilt units in good village locations, there is no need to put a project in such a dangerous location."Those opposed also believe evacuations would be an issue adding the infrastructure should go elsewhere.The locations for many of the new housing developments in San Diego have been called dangerous. Near Escondido, the Harmony Grove and Valiano subdivison faced similar fire fears related criticism but both were eventually passed by the county board."This project is the poster child for dangerous sprawl development," Anderson said.People who don't want to see more homes built where fires have burned feel it's about putting more folks in harms way. 1444

SAN DIEGO (KGTV) — Police have arrested a man they say peeped into the homes of at least six women in Pacific Beach over the last two months.James Wayne Hubbard, 48, was arrested Friday and charged with six instances of peeping and one count of petty theft, according to San Diego Police.Police say between Sept. 11 and Oct. 12, Hubbard repeatedly peeped into windows of unsuspecting women in the Pacific Beach area at least six times.MAP: Track crimes happening in your areaPolice added the suspect description was consistent between the six events.Through witness interviews, evidence, and the help of patrol officers Hubbard was identified and arrested.Anyone with further information about the cases is asked to call SDPD Northern Division at 858-552-1700 or Crime Stoppers at 888-580-8477. 817

SAN DIEGO (KGTV) - Parents say they're disappointed after witnessing what they say was disrespect of the flag and national anthem at a high school basketball game. One parent captured video of the incident at Lincoln High School. They have a student at St. Augustine and say it was the second time they witnessed Lincoln High players sitting down during the anthem. The parent described the players as talking and joking around during it.A grandfather at the game, who is a Vietnam veteran, says he too was offended. He wrote a letter to Lincoln's principal and wants to sit down with him to discuss the issue. The veteran believes the players were disrespectful and says their actions were not in line with the school's mission statement.10News spoke with the school's basketball coach by phone who says he doesn't believe students meant to be disrespectful. He also respects their right to make their own decisions about their actions during the national anthem.  The San Diego Unified School District did not provide 10News comment or a statement on the matter. 1102

SAN DIEGO (KGTV) — One person was killed and another person was in critical condition following a shooting in Shelltown early Saturday.The shooting was reported at about 1:30 a.m. near Epsilon St. and 42nd St., according to San Diego Police. Two men were standing outside when the shooting occurred, but it's unclear what led up to the gunshots.One man in his 50s died and another man in his 60s suffered non-life threatening injuries.Police were not able to immediately give a suspect description, but were interviewing neighbors Saturday morning. 556
