(KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. While we believe beach replenishment might help slow down wave action, we must also acknowledge our sand supply has been impacted by upland development that is blocking the natural flow of sand to the beaches. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. Even the Environmental Impact Report for this project acknowledges these kinds of structures exacerbate erosion.” "I'm an environmentalist myself; it's what I do for a living. I care very deeply for our coastline. I'll do everything I can to protect it," Levin said. (KGTV) - A driver under the influence of a drug struck and injured a Caltrans worker on Interstate 15 in Escondido Thursday, the California Highway Patrol said.A Nissan Sentra driven by a 26-year-old man was headed south on the freeway south of 9th Ave. about 10 a.m. and struck the Caltrans-owned Dodge Ram truck which was stopped in the center divider near the HOV lane. Officers said the Nissan’s driver allowed his car to drift into the center divider.The Caltrans worker had moderate injuries. The Nissan’s driver complained of pain but refused treatment at the scene. One of his male passengers suffered major injuries; other had moderate injuries.CHP officers evaluated the Nissan driver and arrested him at the scene on suspicion of DUI. 776

ENCINITAS, Calif. (KGTV) - Three weeks after the deadly bluff collapse in Encinitas, the community is urging city and state leaders to make some changes.Three women were killed during the collapse. A tribute was held this week at the Encinitas City Council meeting for the victims. That’s where father and husband Pat Davis spoke out, saying healing will take time. “There will be a new normal in my life without these three gifted women,” says Davis. Davis lost his wife Julie, daughter Anne Clave, and wife’s sister in the bluff collapse. The family was out for a day at the beach on August 2 when the sand and large rocks came crashing down. “We do not have to accept tragedy if it is preventable.”Davis is urging the city to stabilize the bluff by adding concrete walls against the cliffs, sand replenishment or even cutting off some public access to the beach. Some California lawmakers are pushing for the government to pay for the stabilization after congress approved the Storm Damage Project in 2016. It has sat idle since being approved. “I do not want to see what happened to my family happen ever again.”The mayor and other city leaders toured the beaches with representatives from the U.S. Army Corps of Engineers Thursday, but so far no decisions have been made.  1315

Facebook said Thursday that it would add a new feature in order to give new context around news stories.According to a press release, Facebook will push a notification when a user attempts to share a news article that is more than 90 days old.According to the press release, Facebook conducted research that indicated news organizations "expressed concerns about older stories being shared on social media as current news.""To ensure people have the context they need to make informed decisions about what to share on Facebook, the notification screen will appear when people click the share button on articles older than 90 days, but will allow people to continue sharing if they decide an article is still relevant," Facebook said in a statement.Facbeook's announcement came the day before a 2016 article by Scripps station WTVF in Nashville about the removal of a Billy Graham statue went viral on the platform, nearly four years after its publish date. (KGTV) - Día de los Muertos came alive Friday night at the California Center for the Arts in Escondido.Dozens of families came to build memorial altars known as “ofrendas.” While many honored ancestors, the Fallbrook Youth Advocacy Coalition along with the North Inland Community Prevention Program came to honor those taken too soon. “We just want to prevent more families from having this event or having an experience of losing a loved one,” said Pastor Anger Medrano from Victory Outreach Church. The groups were raising awareness of teen drug and alcohol use which can have tragic consequences. Veronica Hernandez with Fallbrook Youth Advocacy Coalition said her daughter lost a friend this summer after she was hit by a DUI driver. “She was only 15 years old.
