BEIJING, June 13 (Xinhua) -- Experts from the Chinese mainland and Taiwan Sunday started their third round of talks in Beijing to pave the way for a long-awaited pact to boost cross-Strait economic ties.During the talks, the two sides will discuss the main content of the Economic Cooperation Framework Agreement (ECFA), and goods and services trade in the "early harvest program."The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer.The first round of talks took place in January in Beijing, and the second two months later in Taipei.Fan Liqing, spokeswoman of the State Council's Taiwan Affairs Office, told a press conference Saturday that negotiations had made pronounced progress and were approaching completion.Yang Yi, another spokesman of the same organization, was reported as saying in March that the two sides should work together to complete the pact in June.Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), said on April 2 the SEF also hoped to see the signing of the ECFA by the end of June.

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise.He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

BEIJING, June 10 (Xinhua) -- The People's Bank of China (PBOC), the central bank, injected 166 billion yuan (24.3 billion U.S. dollars) into the money market this week, easing tight money supply conditions with bill issuance and repurchase agreements.In its regular open market operations Thursday, the central bank auctioned 10 billion yuan (1.46 billion U.S. dollars) of three-month bills at a yield of 1.5704 percent, up 4.04 basis points from June 3.On Thursday, the central bank also conducted repurchase agreement operations -- the first time in almost a month -- by absorbing 10 billion yuan through 91-day repurchase agreements. The yield on Thursday's 91-day repurchase agreement rose to 1.57 percent, up 16 basis points from its previous repurchase operation.Thursday's operations together with Tuesday's 25 billion yuan worth of one-year bill issuance brought the weekly total raised to 45 billion yuan (6.6 billion U.S. dollars). But 211 billion yuan (30.9 billion U.S. dollars) of bills matured this week, meaning a net weekly injection of cash.The central bank's net injection this week was the third straight week of net injection. It pumped 159 billion yuan (23.3 billion U.S. dollars) into the market in the previous two weeks.Since mid-May, China's banks have faced a short-term money squeeze as the PBOC introduced a series of tightening measures to cool the booming property sector.Zhao Qingming, a senior research fellow at China Construction Bank, the country's second largest lender, said the yield changes on central bank bills reflects tight money supply in the short-term.Rising bill yields usually reflect lenders' reduced demand for safety or their cash hoarding.For the whole week, yields on central-bank short-term debt instruments rose compared to the previous week.The yield on one-year bills jumped 8.32 basis points to 2.0929 percent while the yield on three-month bills climbed 4.04 basis points to 1.5704 percent. GUANLING, Guizhou, July 4 (Xinhua) -- Rescuers Sunday gave up searching for more survivors, six days after a rain-triggered landslide buried 99 people in a southwest China village, citing mounting concerns to head off the outbreak of disease as well as the slim chance anyone could have survived after nearly one week.Only 42 bodies have been recovered at the landslide-hit Dazhai Village in Guanling County, Guizhou Province. But rescuers said it was unlikely to find any more survivors six days after the disaster amid the humid and hot weather.Police said they have begun to cremate the bodies after extracting DNA samples.Also, rescuers said life-detecting equipment found no traces of life while 20 excavators failed to uncover any body after turning some 400,000 cubic meters of mud at the site.On Sunday, police cordoned off the site and treated the area with disinfectants to prevent the outbreak of epidemics.Excavators that had been combing the ruins for six days were replaced by trucks carrying bleaching powders, disinfecting materials, and vaccines.Zhu Zhengming, deputy chief of the provincial health bureau, said the medical team faced increasing pressure as viruses and bacteria reproduced faster in the ongoing lingering heat.For the sake of the health and safety of rescue workers, they must leave the site, Zhu said, ordering quarantine personnel to disinfect the ruins every six hours for four times before it is completely sealed off for three months.Meanwhile, the government of Guanling announced on Sunday that families of each victim are entitled to cash compensation of 5,000 yuan and 500 kilograms of rice.8 Wang Mengzhou, the Party chief of Guanling, said a memorial service would be held near Dazhai Village on July 5 -- exactly one week after the landslide engulfed Dazhai and buried 99 local residents.Downpours drenched much of south China in late June, leaving 266 people dead and another 199 missing in eleven provinces, the National Commission for Disaster Reduction said last Friday.
