SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. SAN DIEGO (KGTV) — Max may look like most 5-year-olds, but a rare illness left him paralyzed from the shoulder to his wrist. Bending his arm on his own is impossible — until he puts on a new device designed to help him move.University of California, San Diego, engineering students Ethan and Marcos Serrano developed these "Iron Kid" arms over the last ten weeks after max's doctor at Rady Children's Hospital enlisted their help. Today is the first time Max and his family will be able to take the arms home. Dad, Ted Ng, says he and his wife have been in awe of this whole process."It's been really touching to have this come together," Ng said. "There's all kinds of robotic arms out there but none of them would really work for his condition."Grateful to see their son gain back some of his mobility. "It was kinda of like a miracle cause I didn't know how well it would work on him cause because as a child his limbs have a very specific shape," Ng added.And do more of the stuff 5-year-olds do, like pick stuff up, eat his favorite foods, or just play with his dad."It's really up to him to figure out how he wants to use this thing," Ng said. 1158

SAN DIEGO (KGTV) -- Many kids are starting the school year with a device at home as schools across the state go back in session.Meanwhile, some of their teachers are back in the classroom alone, running classes virtually to help keep some of the normalcy intact."I come to school for the kids," said Tanya Morrison, a geography teacher at West Hills High School in Grossmont Union High School District.Last school year, she taught six classes and saw around 190 teenagers every day."Now, I am waiting for my students to log in," Morrison said.Instead of walking up and down rows of desks, she teaches her twice a week virtual lessons through the computer. Her computer sits at eye-level thanks to a stack of textbooks.Morrison's got two screens, so she can see the teens and the lesson."They should already be working," she said. "They get their assignment at 8 in the morning on our Schoology platform, and they just log-in, and it's kind of self-directed work, and then we move into twice a week Zoom meetings," she said.Preparation for the lesson began days earlier.Instead of a free form approach, Morrison makes a slide presentation to keep the students engaged."I’ll use an app today called Pear Deck, and what it does is it makes Google Slide presentations interactive," she said. "So each slide they have a chance on their end to write a response and it kind of forces engagement and gives them something to do while I'm talking."But even with all the planning, there's still challenges."In the classrooms, I can see that kids are disengaged," she said. "With this, I'm trying to figure out are you really disengaged or do you have a lot of kids in your house, and it's just easy to get distracted."Morrison's been teaching for 16 years.Instead of teaching from home she chose an empty classroom and campus to make sure she's focused on the students as this year's needs are so different. Not everything happens in a Zoom session."Just those normal conversations that might happen in five seconds in the room is like 45 minutes of buildup and email conversations, can I call you now, are you going to answer and those little things," she said.With more than half of the counties in California on the state’s monitoring list, most learning, for now, is at a distance.Morrison doesn't make the rules on how or when kids will be back, but she tries to control what she can."It gives me that passion to keep going and just to see that I do this for the kids," she said. 2481
