The US Postal Service is asking for the biggest price jump on stamps in its history.Facing pressure from the Trump administration to address a revenue shortfall, the Postal Service on Wednesday proposed raising the price of 1-oz. letters from 50 cents to 55 cents, which would be a record nominal increase if approved. The price of each additional ounce would go down slightly.The request was made by the USPS' board of governors, which has been operating on an emergency basis?because of a lack of confirmed members. It will have to be approved by the Postal Regulatory Commission."The Governors believe these new rates will keep the Postal Service competitive while providing the agency with needed revenue," the USPS said in a press release. "The Postal Service has some of the lowest letter mail postage rates in the industrialized world and also continues to offer a great value in shipping."Rates for mailing services -- which includes catalogs and magazines as well as letters -- are pegged to consumer prices. Those have been rising faster this year, but still limited the price hike for that category to 2.5 percent.Prices for packages, however, can float with market rates. The USPS wants to boost Priority Mail prices by an average of 5.9%. A small flat-rate box that costs .20 to ship, for example, would next year cost .90.The steep price increases come at a time when the USPS' losses have been mounting, dragged down in part by a requirement that the quasi-public agency pre-fund the cost of retiree health benefits.As letters and advertising mailers have been replaced by e-mail and online ads, the USPS has been making less and less money. Revenue from first-class mail declined from .4 billion in fiscal year 2015 to .6 billion in 2017.Package revenues fueled by the rise in e-commerce have been a bright spot, bringing in .5 billion in 2017, up from billion in 2015. But it hasn't made much of a dent in the .7 billion net deficit that the Post Office has accumulated over the years.The White House has proposed privatizing the Post Office, a plan that postal unions protested in nationwide demonstrations on Monday.President Donald Trump has repeatedly criticized the terms of USPS' contract to deliver Amazon packages, the details of which are confidential. The Postal Service says it makes a profit through the arrangement."Why is the United States Post Office, which is losing many billions of dollars a year, while charging Amazon and others so little to deliver their packages, making Amazon richer and the Post Office dumber and poorer?" Trump tweeted last December. "Should be charging MUCH MORE!"In April, Trump ordered a review of the Postal Service's business model by a task force led by the Treasury Department. Postal Service spokesman Carl Walton says the review has been completed, but that the agency hasn't seen it yet."I think they're waiting until after the elections," Walton said. The Seattle Seahawks postponed a workout with free agent quarterback Colin Kaepernick after Kaepernick declined to stop kneeling during the national anthem, ESPN reports.According to ESPN, the Seahawks contacted the former 49ers quarterback two weeks ago to arrange a workout. However, the meeting was canceled at the last minute over the constroversial protest.Kaepernick began kneeling for the national anthem during the 2016 preseason, saying he was hoping to bring attention to police brutality. He continued his protest through the 2016 season, and his contract with the 49ers was not extended following the season.Kaepernick has not played since the 2016, though he is still a free agent and can be signed by any team. In October, Kaepernick filed a grievance against the NFL alleging the owners colluded to blackball him from the league. He was deposed by the league in connection with his complaint earlier this week.Kaepernick's former teammate and fellow free agent Eric Reid was also reportedly asked by Cincinnati Bengals owner Mike Brown about kneeling during the anthem during a workout with the team. The Trump administration will impose more sanctions on Russia under a chemical and biological warfare law following the poisoning of a former Russian agent and his daughter in the UK earlier this year, the State Department announced Wednesday.In a statement Wednesday, State Department spokeswoman Heather Nauert said the US had made this decision on Monday, and accused Russia of violating international law. The statement anticipated the sanctions would go into effect around Aug. 22 in line with the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991.Sergei Skripal, a former Russian spy, and his daughter Yulia Skripal were hospitalized and treated for a nerve-agent attack in March. Yulia Skripal was discharged from the hospital in April, and her father was discharged in May.The State Department notified Congress on Wednesday of the first of two potential tranches of sanctions required under the 1991 law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.The first set of sanctions targets certain items the US exports to Russia that could have military uses -- so-called dual use technologies. These are sensitive goods that normally would go through a case-by-case review before they are exported. With these sanctions, the exports will be presumptively denied.A senior State Department official said there would be carve-outs however.The US would then require Russia to assure over the next 90 days that it is no longer using chemical or biological weapons and will not do so in the future. Additionally, the criteria in the law call for Russia to allow on-site inspectors to ensure compliance.The official said that if Russia did not meet the demands, the US "will have to consider whether to impose a second tranche of sanctions as specified by the statute."The United Kingdom welcomed the move from the US on Wednesday. In a short statement, a government spokesperson said, "The strong international response to the use of a chemical weapon on the streets of Salisbury sends an unequivocal message to Russia that its provocative, reckless behaviour will not go unchallenged." 2212

  

The U.S. will pay drug company Pfizer .95 billion to produce and deliver 100 million doses of the company's COVID-19 vaccine candidate should the drug prove effective in human trials the company said in a press release on Wednesday.Pfizer will deliver the vaccine if and when the drug receives Emergency Use Authorization from the FDA after a large-scale Phase 3 trial.According to the reports, the deal includes an option for the government to purchase an additional 500 million doses of the vaccine.“Expanding Operation Warp Speed’s diverse portfolio by adding a vaccine from Pfizer and BioNTech increases the odds that we will have a safe, effective vaccine as soon as the end of this year,” Health and Human Services Sec. Alex Azar said in a statement. “Depending on success in clinical trials, today’s agreement will enable the delivery of approximately 100 million doses of this vaccine to the American people.”Pfizer and German firm BioNTech are working together to develop the vaccine.On Monday, Pfizer said in a press release that results from Phases 1 and 2 of a German trial indicated that the drug "could potentially be administered safely, with a manageable tolerability profile," according to data from the tests.Biotech company Moderna is also working to develop a coronavirus vaccine. That candidate will move into Phase 3 testing by the end of the month, and the government has also agreed to purchase and distribute the drug should the large-scale test prove effective. 1497

  

The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124
