SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837

SAN DIEGO (KGTV) — Seven people are dead after contracting a flesh-eating bacteria linked to black tar heroin use in San Diego.County health officials said nine people who injected black tar heroin were admitted to county hospitals between Oct. 2 and Nov. 24 with a bacterial infection called myonecrosis, which is a severe soft tissue infection that destroys muscle. Of those victims, seven have died. The patients range in age from 19 to 57 years old.RELATED: Sixth death reported during San Diego's current flu season“People who use black tar heroin are not only at higher risk of dying from an overdose, but also more prone to developing myonecrosis and wound botulism,” said Wilma Wooten, county public health officer.One confirmed case of wound botulism linked to black tar heroin use was also reported in October — the first confirmed case in the county this year.Wound botulism, which attacks the body’s nerves, is also linked to heroin use. People who inject illicit narcotics like black tar heroin are at a higher risk of developing both infections, the county says. SAN DIEGO (KGTV) — Standing outside his Vista headquarters on Wednesday, Republican Darrell Issa told reporters that he's comfortable he'll stay ahead of opponent Democrat Ammar Campa-Najjar in the run for a seat in California's 50th congressional district.“Statistically, it’s impossible for him to win with probably 60,000 votes left to come in,” he told reporters.Issa is a veteran politician looking to return to Congress after a two-year hiatus. He represented coastal North County's 49th district until 2018 but decided not to run for re-election as that district turned blue.“I've already spoken with Congressional leadership and I’m planning to go back to what will be a very unusual freshman orientation for someone with 18 years [of experience],” he added.ABC 10News spoke to Campa-Najjar on Tuesday after polls closed when early returns showed that he and Issa were still neck and neck. At the time he said, “Obviously, we know we've had a strong campaign that put people before politics and country before party and it is showing in this ruby red district. We're transcending partisanship.”The 31-year-old has continued trying to flip the historically red district which spans parts of East, North, and Riverside counties. SAN DIEGO (KGTV) - Schools in San Diego County are readying emergency plans in case the coronavirus prompts schools closures like the ones in Washington state.At least a dozen schools in the greater Seattle area were closed Monday after health officials confirmed at least six deaths linked to the virus in that state.The San Diego Unified School District said in addition to cleaning efforts by its custodial staff, it was lining up outside contractors who could “provide large-scale deep-cleaning of classrooms or entire schools should it become necessary.”The County Office of Education said it planned to distribute a template pandemic response plan to all 42 districts soon with guidance on everything from prevention to post-outbreak recovery.“We’re lucky we don’t have any cases of community spread in San Diego County, so we have some time,” said COE spokeswoman Music Watson. “We’re using that time to think through, if we need to close schools, what about e-learning? What about community kitchens?”The Office of Education is encouraging districts to consider a range of “distance learning” options, in the event of longer-term school closures. Those options include issuing photocopies of lesson plans, posting recorded lessons online, and conducting teacher “check-ins” and tutorials by phone or web conferencing.Several districts have sent letters home to parents in recent days encouraging discussions about hygiene and handwashing, including Sweetwater Union High School District and Chula Vista Elementary School District.“We get that people are a little scared and we want to make sure we do as much as we can,” said CVESD spokesman Anthony Millican.Millican said local district have experience responding to viral outbreaks.
