There was a rare sight at San Diego City Hall on Tuesday.A local developer pitched a massive mixed-use complex with hundreds of homes to the council, in front of mostly empty seats. "Our focus has always been on creating a sense of place for the entire neighborhood," said builder Gary Levitt, of Sea Breeze Properties.Sea Breeze Properties plans to transform a 72-acre site just south of the 56 into hundreds of homes, plus offices, retail, and even a hotel and movie theater. The project, Merge 56, didn't get a single 'no' vote from multiple community planning groups.Some nearby residents even came to the meeting to support the project. But even with that backing, it still took five years just to get the council's unanimous vote of approval Tuesday.Levitt said the delays come from regulations, including environmental impact reports, and cost his company an extra million - about 15 percent of that in city processing fees.Councilman Scott Sherman said that is one reason we're in housing crisis. "At the end of the day all the prices get passed along to the consumer and the price of housing," Sherman said. Levitt said ideally it would take two years for a project to get approved. "It's a very expensive process and at the end of the day you're just playing with paper," he said. The project includes 242 new homes, condos, and apartments. Additionally, 47 of them will be affordable units. Two environmentalists did raise concerns about local impacts but the council didn't acknowledge them in their deliberation. Levitt's work, however, isn't done. He still has a number of permits to obtain. They're administrative, but he estimates it'll be about four months before he breaks ground.   1771

Three men have been banned from Yellowstone National Park after a park ranger caught them cooking chickens in a hot spring.Back on Friday, Aug. 7, a park ranger was alerted that a group of men with cooking pots were hiking toward's the park's Shoshone Geyser Basin, the East Idaho News reported. Shortly after that, the ranger found two whole chickens in a burlap sack in a hot spring and a cooking pot nearby.According to the Associated Press, when defendant Eric Roberts, of Idaho Falls, Idaho, was asked about what the group was up to, he said they were making dinner.Of West Valley City, Utah, Dallas Roberts and Roberts were ordered to serve two days in jail and pay 0 in fines and fees, and Eric Romriell, of Idaho Falls, paid ,250 in fines and fees, the AP reported.According to the AP, the men are banned from Yellowstone while serving two years of unsupervised probation.As for whose idea it was, Eric Roberts said it was a "joint thing," the AP reported.According to the park's website, the hot springs have "injured or killed more people in Yellowstone than any other natural feature." There's a new way to do contact tracing in the works and it could make a difference for health care providers during flu season.Vibrent Health just got a contract with major health institutions to develop the platform.Part of the idea is for users to enter their symptoms and find out if they're more likely to have the flu or COVID-19.“Health care facilities do get bombarded with perhaps people thinking that they have COVID when they just had flu, so the idea is how do you help the health care organizations to reduce some of the burden,” said Praduman Jain, founder and CEO of Vibrent Health.The technology is designed to be embedded in other apps that organizations and intuitions already use, like a university application for students.“So, make it easy for people and don't try to change their behavior,” said Jain. “They are already using certain applications that this can become a part of.”The app uses Wi-Fi networks to find out if you may have been close to someone with the virus.It could help cut some contact tracing work for public health departments. Instead of calling everyone that may have come in contact with the virus, the app can report that information.“There are only so many people, so many human beings, so many people that public health departments can hire to do that contact tracing, so technology becomes really important,” said Jain.Development is still in its early stages. Right now, the focus is on fine-tuning the algorithms to evolve along with changing data on the coronavirus.Broader testing is expected in the first few months of 2021. 1585

Transportation Security Administration (TSA) is offering up several tips to help travelers avoid a nightmare at the security checkpoint during the week of Halloween at the airport.TSA said when it comes to masks, they ask that you refrain from wearing a Halloween mask until after you made it through the checkpoint screening. They ask that you wear a face-covering that's used to help stop the spread of COVID-19. TSA officers will ask you to remove your mask, temporarily, just so they can verify your identity at the travel document checking podium.When it comes to wearing a costume, TSA recommends you wear it after you go through the checkpoint because it could trigger an alarm, which would lead to you getting patted down.TSA also recommends that you put "realistic replica props" like pitchforks, chainsaws, brooms, or axes in your checked bag.
