A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A motorcade escorting Vice President Mike Pence to a series events near Pittsburgh was involved in two accidents on Thursday, according to reporters in the press pool.Reporters for NBC News and Newsmax say that after Pence arrived at a Western Pennsylvania airport, a Trump campaign bus was involved in a "minor accident" with a dump truck. Though the Vice President was aboard the bus at the time of the accident, he was unhurt. Pence immediately left the bus and moved to a limo.Later, the outlets report that two motorcycles in the motorcade were involved in an accident. Without hesitation, Shoults took a leap of bravery to chase her down."I live by this life quote, 'do for others as you would want to be done for you' and it has got me into quite the situation," said Shoults. "And I tried to control myself and just stay focused, I was about to walk in the rain, and I spun around and took off through the horses in the showground." Followed by two adults who immediately jumped into a vehicle to control oncoming traffic, Shoults aimed to steer the horse into a parking lot or off to the side of the road during the pursuit."I was not about to watch this horse right in front of me get hit by a car, injured, die, anything of the above."The horse finally tired out after a 3-mile run and stopped when Caroline was able to get a line around her.This young girl's bravery runs deeper than just doing the right thing. She too rescued her own racehorse 'Tinkerbell' from a Kill Pen and transformed her from a horse with little to no hope to a stellar all-around racehorse. "People are thanking me so much for what I did, but in the end, I couldn't have done it without Tink."After all the chaos and a gut-wrenching adventure, Shoults was able to finish strong and take on Tink's first competition completing a fantastic run finishing third out of 19 horses in that class. 1839

A teenager suspected of opening fire at a high school near Spokane, Washington and killing one student told detectives he wanted to teach others a lesson, court documents released Thursday said.The suspect has been charged with one count of murder and three counts of attempted murder after a deadly shooting at the at Freeman High School on Wednesday, the Spokane County sheriff's office said in a statement.Authorities say the shooter, a sophomore at the school, pulled a handgun and started shooting indiscriminately inside the school until a janitor approached him and ordered him to surrender.
