Police Chief Mike Koval in Madison, Wisconsin arrested WISC-TV Meteorologist Dave Caufield during a live newscast for "stealing spring," according to the station.Koval and Capt. PINE VALLEY, Calif. (KGTV) - A Pine Valley restaurant owner is defying San Diego County orders to move his restaurant outside, saying he will continue to ignore the purple tier rules to keep his business afloat.When it was announced that San Diego County would move into the more restrictive purple tier, Major’s Diner owner Larry McNamer told ABC 10News he had plans to stay open inside, even though all restaurants are required to move outside completely. He stayed true to his word, operating indoors, saying he still follows social distancing practices, but needs the inside space because his restaurant is only open for breakfast and lunch, and the winter months bring temperatures in the 30s for the mountain community.“They’re saying they wanted us back outside and we said no absolutely not, not going to do it,” said McNamer.RELATED: "We are over it." Pine Valley restaurant plans to defy county orderHe said after his plans to stay open inside were shared with the community, people made a point to order from him the first weekend in support.“We had people coming in from the North County saying they were coming in just to support us for staying open. It was really nice to see that there was a lot of people that care about the businesses and want us to stay open and are willing to fight alongside us for this thing,” McNamer said.He added that in the first two days of openly defying the tier, the only interaction he’s had with the County or officials has been one call from his health inspector.“He was just wondering what our intentions really were. His boss had asked him to call me and ask where we’re standing on this,” said McNamer.McNamer said he has no plans to close his indoor operations, even if he receives warnings. He said if the County decides to fine him, they won’t be receiving any money from him.“Great, bring it on. I can barely pay my bills now, where do you think that money is going to come from. You won’t get it,” he said.He is not alone. Other business owners in San Diego have similar frustrations. A reopen rally is set for Monday afternoon at the County Administration Building. PASCO COUNTY, Fla. — Drivers continue to share stories of scary moments and narrow escapes as there are more reports of Kia Souls catching fire.New complaints led I-Team Investigator Jackie Callaway to ask why some vehicles weren't included in the automaker's past recalls for engine fire risks.Brek Badgley says his 2015 Kia Soul burst into flames while rolling down I-75 northbound in Hernando County last December. He said the fire gutted the entire vehicle within minutes.“Just tossed my phone out of the window and started throwing stuff out of the car,” Badgley said.In April 2019, Kia recalled nearly 380,000 Kia Souls made between 2012 and 2016 over a defect that they say could cause a fire. We checked Brek’s VIN and found his Soul wasn't included in that recall.The I-Team discovered not every Soul made during those years was taken off the road. Kia says that's because even within the same model year, vehicles can have different equipment.Shelly Parks' 2015 Kia Soul was among those not recalled. Parks says it caught fire as she drove near Columbus, Ohio, last summer."We hear someone yell fire, and by the time we had noticed anything, there was fire coming from underneath the car," Parks said.She told the I-Team the car was still rolling to a stop when both she and her friend jumped out.“I watched the car roll past me on fire."The I-Team also found 2018 Kia Souls catching fire, according to three reports filed with federal regulators. Kia reports these Soul fires are rare and can be caused by any number of factors not related to engine defects.In August, 34-year-old Jordan Carlton died of his injuries a year after his rented 2019 Kia Soul went up in flames as he drove down a Hawaiian highway.
