San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. The project completion is expected in 2037. Meanwhile, the new stadium is expected to open in 2022. SDSU is now taking feedback on its draft EIR, which can be viewed here. (KGTV) - A new California law could let convicted killers out of prison, and San Diego County's district attorney said her office will fight it on a case-by-case basis.Senate Bill 1437 passed the state Legislature last year and went into effect on January 1. It narrows the definition of murder so that only people who are involved in a killing can be charged with that crime.Before the law, accomplices in a killing could also have been charged with murder."It may let murderers go free, because of how far it goes," said San Diego County District Attorney Summer Stephan.Stephan said her office will challenge some re-sentencing hearings based on the new law, although she said they don't know how many there will be.One possible case involves Kurese Bell, who He as convicted of murder in 2016 for his role in the robbery of a North Park marijuana dispensary.During the robbery, Bell and another man, Marlon Thomas, got into a shootout with a security guard at the dispensary. The guard shot and killed Thomas.The DA's office argued that Bell should face murder charges because his actions in the robbery led to the shootout and, ultimately, Thomas' death.Bell is currently serving a 65-year-to-life sentence.Stephan said criminals need to be held accountable for the crimes they commit and cause."It's really important that each offender is held culpable at the right level," she said. "That's what justice is about."Supporters of the new law say it is a vital part of California's efforts at criminal justice reform. They say the old law unfairly targeted young minorities.On its website, the group Restore California says the new law makes sentencing in California more "equitable." They also say it gives accomplices an incentive to cooperate with investigators."In a co-defendant felony murder case, co-defendants who were not the actual killers, who did not aid and abet the killing, or who did not act with reckless indifference to human life will now have an incentive to talk and tell the truth about what happened," the website reads. 2073

San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence. SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679
