The United States could see an increase in immigrants coming to the country after Hurricanes Irma and Harvey, according to new research from the University of Michigan.According to the study, there are multiple reasons this happens, including migrants might find it easier to flee destruction in their own country.Another reason, according to U-M economists Dean Yang and Parag Mahajan, is they are able to secure green cards or legal permanent residency through their families already established in the country."When there's a bigger stock of previous migrants to the U.S., when someone in their home country is more likely to have a connection to some sort of migrant in the U.S., then the effect of hurricanes on migration is larger," Yang said. The researchers first studied the severity of a hurricane in a given country, using data from meteorological reports to estimate actual damage.Yang and Mahajan then analyzed restricted U.S. Census data from 159 counties over 25 years to see if America saw a rise in immigration following large storms in other countries. The largest effect came from Central America and the Caribbean."These regions get hit a lot by hurricanes that cause severe damage, and there are a lot of Central American and Caribbean immigrants in the U.S., so if you're looking for someone to sponsor you, you actually have that opportunity," Mahajan said. One example of that is Hurricane Cesar hitting Nicaragua in 1996. It caused food shortages, .5 million in damage, left 100,000 people homeless and killed 42. Yang and Mahajan found that in 1996 and 1997, there was a 50 percent increase in legal permanent residencies for Nicaraguans than in 1995."Much of this increase came from immediate relatives of U.S. citizens - parents, spouses and children," Mahajan added. "Repeated, similar responses like this in the data helped us conclude that networks of U.S. citizens from sending countries provide opportunities for family members to escape severe weather events." 2007

The Stallion Springs, California Police Department is warning the public about a cell phone "spoofing" scam that's going around asking for personal information. The spoofing scam appears to look like a legitimate phone call as the caller ID is displayed as the victim's own cellphone number.A voice recording identifies the call is coming from AT&T, and advises the victim that their cellphone account has been compromised and they may be a victim of fraud. The voice recording then asks for the victim to confirm their personal information, specifically asking for the last four digits of their social security number.AT&T confirmed to Stallion Springs Police that this is a phone scam. Police advise that if you receive calls like this, to not answer them. If you do answer, do not give out your personal information. Hang up and call your phone company asking about the legitimacy of the scam or call police. Report spoofing at www.IC3.gov. 989

The U.S. has surpassed another bleak marker in the COVID-19 pandemic, as the country has reached 10 million confirmed cases of the virus, according to a database kept by Johns Hopkins. The milestone comes just hours after global cases surpassed 50 million, meaning about one out of every five people around the world diagnosed with the virus since the pandemic began has been diagnosed in the U.S.At least 237,000 Americans have died of the virus since the pandemic began. The U.S. continues to lead the world in both total cases and in deaths linked to the virus. The U.S. surpassed its 10 millionth case as the country deals with a disturbing spike in infections ahead of the winter months. The country surpassed 120,000 new cases in a single day three times last week, obliterating previous records. Prior to last week, the most confirmed cases the U.S. had seen in a single day was 102,000.The U.S. has recorded a million new cases of COVID-19 in the last 10 days alone. The country surpassed the 9 million case plateau on Oct. 30.In addition to the spike in cases, hospital resource use is also on the rise, and deaths linked to the virus are up slightly in recent days, though the death rate is not near what it was in March and April. Johns HopkinsHealth experts have warned that the U.S. is currently in a perilous position in the pandemic, with transmission rates as high as they have ever been as Americans move social gatherings indoors for winter months. In a memo last week, Dr. Deborah Birx — a member of the White House coronavirus task force — warned that the country is entering "the most deadly and concerning" phase of the pandemic.Late last month, Dr. Anthony Fauci — a member of the White House coronavirus task force and the county's top expert on infectious diseases — warned that the U.S. was in for a "whole lot of pain" if things didn't change soon. The U.S. did get some good news in the pandemic on Monday, as Pfizer announced that its vaccine candidate has been 90% effective in promoting immunity against the virus. However, even if the vaccine were to get FDA approval in the next few days, it would still take several months for most of the country to be vaccinated — and officials fear that vaccine skepticism could keep immunity levels below the threshold to stifle the virus. 2314

The search for a 12-year-old thought to be trapped in a Mexico City elementary school ended Thursday with the news that all students have been accounted for.But rescuers will continue their work, as signs suggest that someone may still be alive in the rubble, Angel Enrique Sarmiento, Mexico's sub-secretary of Navy, said Thursday. For days, Colegio Enrique Rebsamen was the site of a massive search and rescue operation offering a glimmer of hope in the chaotic aftermath of Tuesday's magnitude 7.1 quake. Reports of the missing 12-year-old riveted people across the country, who watched the rescue efforts unfold live on television. 656

The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police. On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns. This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice. This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that. This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124
