A member of the Proud Boys, a far-right group, is under arrest and facing nearly a dozen charges in Portland. A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A suspicious package targeting billionaire investor and philanthropist George Soros was rendered safe in Bedford, New York on Monday, a law enforcement source told CNN.The Bedford Police say they received a call reporting a suspicious package found in a mailbox. The package appeared to be an explosive device, police said.An employee had opened the parcel. The employee placed the package in a wooded area and called the Bedford Police, according to a news release.The package did not detonate on its own, the law enforcement source said. 547

A sniper who targeted cars on a Georgia highway left behind a "hate-filled" document describing the Parkland high school gunman Nikolas Cruz as a hero, a sheriff said.Authorities identified the sniper as Rex Whitmire Harbour, 26, of Snellville, Georgia.He shot at cars in Gainesville on Friday, leaving three people injured before he shot himself dead, Hall County Sheriff Gerald Couch said in a statement Saturday.Harbour hid in the woods as he waited for motorists on the side of Georgia 365, Couch said. He fired at least 17 times and hit seven cars, wounding two men in the hip and leg.
