OCEANSIDE (CNS) - A fight between two men at a North County convenience store escalated Friday into a stabbing that left one of them hospitalized and the other under arrest, police said.The 9:30 a.m. fracas happened at the ampm [sic] minimart in the 1500 block of Melrose Drive, Oceanside police Lt. Kedrick Sadler said.Following the stabbing, the assailant allegedly fled on foot; medics took the victim to a trauma center, where he was admitted in stable condition with wounds to his upper body, according to Sadler.Officers searched the area with help from a sheriff's patrol helicopter, eventually finding the suspect at a business in the 700 block of North Avenue in Vista, several blocks south from the assault.The alleged assailant, whose name was not immediately available, was taken into custody without incident about 11:15 a.m., the lieutenant said.It was unclear what sparked the violence.WATCH the search for the suspect from SKY10 live: 958

OKALOOSA ISLAND, Fla. — A car rolled into a Florida swimming pool on Tuesday with a father and daughter inside.According to the Okaloosa County Sheriff's Office, the mother thought she put the car in park when she ran back into the apartment to grab money."Apparently, it didn't go all the way into park," OCSO said.Her husband and daughter were in the car when it went into the pool at their Okaloosa Island apartment. OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. "He's mentally deteriorating, my brother, and I feel that the mental health professionals are lacking with showing no compassion for their patients."He is currently confined 23 hours a day and is under constant surveillance, though his competency is still in question. He was ordered to go to the Lincoln Regional Center, the state’s only mental hospital, in August 2014 but they refused to take him because of safety reasons. LRC doctors have also concluded on multiple occasions that Jenkins is faking mental illness, while his defense team’s doctors have said he suffers from schizoaffective/bipolar disorder.LB 424 was a special investigation initiated by the NE Judiciary Committee to look into the handling of Jenkins before he was released from prison in August 2013.  Shortly after he was let out, Jenkins murdered Jorge Ruiz, Juan Pena, Curtis Bradford, and Andrea Kruger.The Nebraska Department of Corrections & Director Scott Frakes declined multiple interview requests by KMTV this week.State Senator Ernie Chambers says Frakes should resign because nothing has been improved and he’s overwhelmed with the job."But an individual who has been found to have mental problems of various kinds continues to engage in self mutilation in several instances it's done with equipment or material which belongs to a staff member out there or a guard. It looks to me like this is a scheme which is designed to result in that kind of activity.  When it happens this many times it establishes a pattern and any competent director of a department would never let it happen but the fact that it continues to happen. "He's (Jenkins) in a very narrow, restricted, supposedly always under surveillance location and these things continue to happen,” Senator Chambers described.In a written statement the NDCS said, “NDCS reviews incidents such as this to determine if policies and procedures are appropriate or need to be changed. Our goal is to provide a safe environment for NDCS staff and inmates.  We are committed to providing the best possible care and program opportunities for all inmates.”Jenkins is still awaiting a death penalty hearing.  A date has not been set. 3448

  

OCEANSIDE, Calif. (KGTV) - Parents in one North County school district are reacting to new numbers that show a sharp increase in the number of failing grades during virtual learning.Scotti Taylor has two children attending Mission Vista High: her son, a freshman, and her daughter, a junior. She says since the school year started in early September with virtual learning, both her children have struggled."Both of my kids normally have a 4.0 across the board. Now they're slipping down to low B's," said Taylor.Taylor says her daughter is struggling the most with virtual learning."I do think she's not as engaged. She's really struggling with focus. They don't have the same peer relationships or teacher relationships ... During class, she's mentioned many times that it's difficult to figure out what's going on. Sometimes she can't read the data on the screen," said Taylor.Taylor's children are not alone in their struggles. Vista Unified just released its six-week progress report for all of its high schools. During that time frame, it was all virtual learning.The number of F's that stand as the current class grade total more than 6,000. Last year at the same time, the number was more than 2,000, an increase of more than 200%. The number of students receiving F's in at least half of their classes increased from 3.9% in 2019 to 20.7% this year.In late October, Carlsbad Unified School District released an eight-week progress report and a similar finding, with F grades increasing by more than 300%.Taylor's kids are about to resume in-person learning Monday. If that option gets shut down again, she's worried about how her daughter's distance learning grades will affect her future."100% we are worried about how this is affecting college ... On November 13, 2015, terrorists burst into the Bataclan concert hall and several restaurants across Paris, killing at least 130 and wounding hundreds more. Concertgoers and diners were raked by high-powered AK-47s, a cheaper, more primitive cousin of America's popular weapon of choice, the AR-15.Most of these weapons came from Germany and neighboring Belgium -- the bulk of them purchased via internet and mail orders originating in Eastern Europe and the Balkans.None of them was purchased in France, where authorities?have implemented some of the strictest laws and regulations in Europe. And while the black market certainly poses a threat to gun control, it's also clear that France's laws have made significant strides in counteracting many of the dangers created by guns.In France, there is no preordained right to bear arms, absent rigid registration and surveillance of their use. So most modern attacks, excluding terrorist incidents involving weapons obtained from abroad, are undertaken by trucks, cars and even knives.In other words, mass shootings are not the norm in France. And the United States would benefit from closely examining French gun laws in order to reduce the risk of another mass shooting within its own borders.That said, the tradition of gun ownership is deeply embedded in many strata of French society. In the countryside, hunting is a way of life and leisure -- more prevalent than?golf or tennis as weekend recreation. In regions like Sologne, some of the great families of France have practiced hunting back to the Middle Ages. La chasse (the hunt) is the preferred weekend pastime.While gun ownership is allowed, the state takes great pains to make sure guns are not abused. For example, authorities do not make gun ownership easy. Firearms are divided into four categories. In Category A are real weapons of war. As is in the United States, the French can't own a tank or a fighter plane, nor any fully automatic weapon like an Uzi or a Kalashnikov. No exceptions.Category B includes any firearm with a barrel shorter than 18.5 inches and a removable magazine with capacity larger than three rounds. For these, you need a sports shooting license, which means active membership in a shooting club, presenting yourself at a firing range at least three times a year, and visiting a physician annually for a physical and mental certification that you are capable of owning a firearm.The procedure and all accompanying paperwork?must be presented every three years. In between, this license can be revoked in an instant by the local police. When this licensing went into effect several years back, anyone who did not want to go through all the steps had simply to turn in their weapons. As many as 500,000 were relinquished.Category C is a bit easier and includes most regular hunting weapons limited to three rounds. But each such arm -- pistol or long gun -- must be registered, its owner carrying a sports shooting or hunting license. For the latter, the owner must undertake a full day of exams on theory and practice covering safety, protected species, even dog breeds.And in none of these categories can such a weapon routinely be carried ready to fire. It must be locked and disassembled during transport to the shooting range or property where it's to be used for hunting.Finally, Category D includes lightly regulated items, such as pellet and paintball guns, pepper spray and deactivated, display weapons.These categories stem from the reality that the French people really don't like to be massacred, and the statistics support that. The total number of guns -- licit and illicit -- in private hands in France dropped from 19 million in 2006 to 10 million in 2016. The number of guns owned per 100 people plunged from 31.2 in 2006, when gun laws were suddenly tightened in France, to 14.96 in 2016. By contrast, the number of guns per 100 people in the United States is 101.05. In fact, France?isn't even in the top 10 for per capita gun ownership, a list with America as No. 1.Of course, France hardly exists in a vacuum and Europe recognizes that. With its porous borders, a transnational approach is needed. The EU Firearms Directive establishes the same four categories of weapons as used by the French. After that, it's up to the individual country to tighten restrictions further.Some have, but many -- particularly in the old regions of Eastern Europe -- have not. The reality is that a Kalashnikov or a rocket launcher can be bought for as little?as 0 to 0 in some countries of the EU, according to Europol, the European Union's law enforcement agency. It is then up to individual countries to keep them from getting into their country and especially into the wrong hands.France has been among those at the forefront of the efforts to stop both the import and circulation of these weapons. And the mandate clearly begins at the top. French President Emanuel Macron recognized that reality, and has moved to sharply expand stop-and-arrest powers of the police, further tightening the removal of weapons from all individuals on terrorism watch lists. "We're sizing up the situation," said?Macron's Interior Minister Gérard Collomb, "and taking the weapons away."The French, years after gun laws have been tightened, appear to still support gun control measures. And why shouldn't they? The number of mass shootings in France is quite small. 5526
