He uses a walker but left his home without it, police say. He doesn't have any cash or a phone, police added.He is described as a Asian man, 5-foot 6-inches tall, and weighing about 150 pounds. He has gray hair and brown eyes.Zheng was last seen wearing a white jacket, black pants, gray shoes, and a gray "Alaska" baseball hat. Update, Mar. 1: The Board of Immigration Appeals granted an emergency stay Friday for Constantin Bakala. He'll likely return to Etowa, Alabama where his detention officer is located. Bakala's appeal could take months. The family will be working with an immigration attorney to bring Bakala to California.SAN DIEGO (KGTV) - A father of seven who migrated to America to flee persecution in Africa is set to be deported Friday night. Constantin Bakala was imprisoned in the Republic of Congo after supporting the wrong political power. Police allegedly raped his wife, killing their unborn child, robbed their businesses, killed their dog, and tried to poison the entire family. Bakala escaped from prison and took his family on a journey to America. On the way, their boat sank, and some of the children almost died. Once they got to America, Bakala was sent to Georgia. The rest of the family stayed in San Diego. Bakala went before a judge in Georgia who is known for being strict on asylum seekers. The judge ruled that he be deported. Meanwhile, Bakala's family in San Diego was granted asylum.Thursday, the day before Bakala was set to be deported, the family met in front of the federal courthouse to ask for help. Bakala’s wife Annie said, “I’m asking for your help because you know the laws and you are a champion of our protection. I’m asking for your strength because I have none left.”St. Luke’s Episcopal Church joined the family in their fight. Pastor Colin Mathewson said, “Bakala will die if we don’t help him. This is a life and death matter.”After the rally, the group took 500 signatures up to the federal ICE office. Congressman Juan Vargas has been very helpful in getting a stay for Bakala. However, the first stay will run out Friday. They have also asked for an emergency stay of deportation from the 11th Circuit Court of Appeals, but time is running out.The father will be deported Friday night to Morocco if nothing changes. 1956

Tucson Police's Operation Division South Motor Squad took a different and non-traditional approach to help raise awareness for safe driving on Thursday.According to the department, mannequins were placed at different intersections around Tucson in an effort to lower collision statistics and urge drivers to pay better attention to their driving and what is around them. The mannequins were dressed like officers and placed in and around police vehicles near intersections that are or have been known for vehicle crashes.This is the first time TPD has utilized this method by using mannequins.Tucson Police said drivers can expect to see the mannequins out again Aug. 21 but the location has yet to be determined.  732

Update: Police said the child admitted the story was a hoax.SAN DIEGO (KGTV) - San Diego Police warned the public Thursday about a kidnapping attempt in City Heights.A man drove up next to the child in the 2700 block of Violet Street about 1 p.m. The location is near Azalea Park and Manzanita Canyon, and several blocks from True Faith Missionary Baptist Church.The man was in a paneled work van with no side windows other than the passenger and driver’s windows.The child’s family reported the incident by driving to the Mid-City Police Substation on Landis St.Police did not provide details of the kidnapping attempt, or further information about the young victim.The man was described as white and possibly in his 40s. 735

Update, 4:15 p.m.: The hazmat situation is over and the store is open for shopping.SAN DIEGO (KGTV) - Customers and employees evacuated a City Heights grocery store Friday due to a refrigerant leak.The problem was first reported about 1 p.m. at the Grocery Outlet Bargain Market at 4360 54th St., fire crews on the scene told 10News.18 people were in the store and left safely, officials said.A hazardous materials team responded to the store and hooked up fans to blow the refrigerant fumes from the area.Firefighters said San Diego County health officials will determine if the food in the store is safe. 614
