SAN DIEGO (CNS) - San Diego Superior Court officials warned the public Thursday about a scam targeting the Hispanic community in which a scammer reportedly threatens to arrest people unless they pay for items they never ordered.According to court officials, a woman recently showed up at court looking for a fictional courtroom number. She had been told there would be a hearing on her refusal to pay for items the scammer said she purchased.The woman was told to either pay ,500 or be taken to court. When she came to the courthouse, the woman discovered there was no such case and the threat was a scam.When court staff dialed the phone number provided to the potential victim, the person who answered said she would only speak in Spanish.Superior Court officials are now warning vulnerable non-English speakers about the scam."It appears these scammers are targeting members of the community they believe won't go to authorities or show up at a courthouse," said Executive Officer Michael Roddy. "It appears they believe they can just take the money and no one will report them."These scams happen every year; sometimes they tell people there are charges for failing to show up for jury services or charges for clearing up arrest warrants; this time it's charges for not paying for ordered items," Roddy said. "Once again, we want the public to know the court or law enforcement will not call you with this type of issue and court will never, ever demand cash as the way to make charges go away."The public is told to simply hang up or contact law enforcement if the scammer gets aggressive. 1604

SAN DIEGO (CNS) - San Diego State University announced Thursday its selection of Clark Construction Group to design and build a 35,000-seat stadium in Mission Valley.The stadium is part of the SDSU West measure that voters passed in the November mid-term election. SAN DIEGO (CNS) - Temperatures throughout San Diego County will warm slightly each day leading up to the arrival of a heat wave for Labor Day weekend, according to the National Weather Service.The agency issued an excessive heat watch that will be in effect from Friday morning through Monday evening in the western valleys, the mountains and the deserts. SAN DIEGO (CNS) - The Nature Index research database announced today that UC San Diego ranks in the top 10 worldwide among institutions researching biomedical science topics.UCSD ranked sixth among the top-200 academic institutions and ninth among healthcare institutions worldwide in biomedical sciences. The university's branch of the Ludwig Institute for Cancer Research also ranked 42nd among the top biomedical science non-governmental organizations in the country.The rankings come from Nature Index, which tracks high-quality scientific research, studies and articles and the institutions with which they're associated. For the biomedical science rankings, Nature Index reviewed55 journals chosen by an unaffiliated group of scientists with articles that span from 2012 to 2018.According to Nature Index Chief Editor Catherine Armitage, biomedical science can describe a variety of research topics such a genetics, microbiology and biochemistry."Biochemistry and cell biology, and genetics are the biggest fields by article count, but microbiology and biomedical engineering, reaping rewards from CRISPR and the microbiome, are the fastest rising among the top 10 fields of research,'' Armitage said.Harvard University topped both lists of healthcare institutions.Stanford University, UC San Francisco, Yale University and University of Pennsylvania rounded out the top five among university-affiliated biomedical science institutions.Worldwide, the National Institute of Health, the Chinese Academy of Sciences, Stanford and Germany's Max Planck Society flanked Harvard."These new rankings reinforce other third-party endorsements of UC San Diego's faculty and the quality of its research,'' UCSD Chancellor Pradeep Khosla said. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday gave final approval to a measure to reduce light pollution in two rural communities.The amendment to the county's Light Pollution Chapter ordinance covers the Julian and Borrego Springs Community Planning Areas. Both will now be considered "Zone C" to receive a Dark Sky Community designation, which limits the total amount of light per acre and has more restrictive standards for signage or nighttime sports.During their regular meeting on Oct. 28, supervisors approved the ordinance amendment on first reading, and also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.Taking effect in January, the ordinance will support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.According to the county, changes willinclude new lighting standards (for color type, levels and shielding) and sign illumination. The county will give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. San Diego County adopted a light pollution policy in 1985.Public outreach sessions found that residents in Borrego Springs and Julian were supportive of new regulations, according to the presentation to the board.Ordinance enforcement will cost an estimated ,000 in fiscal year 2021-22.The cost for residential property owners to upgrade their lighting ranges between and 0, while a retail store owner might pay between 0 and ,600, according to the county. 1697
