"Where we are now in a situation where we're faced with all bad options."The county's public health officer, Dr. Wilma Wooten, recently requested the state reconsider San Diego County's tier placement and keep the county in the red tier. She argued that data from October revealed the county's increased COVID-19 cases are not because of the sectors that would be impacted the most by moving into the purple tier. The request was not approved."We're going to continue to work to do everything we can with the state to have an approach that's right," said Fletcher.He said it's essential that every jurisdiction across the county does what it can to reduce the spread of COVID-19."We have to come together," he said. "There are limits of what the county can do when it comes to enforcement; we really need the help of the law enforcement agencies."But some say this has gone too far. Many business owners are now choosing to defy the orders and stay open to ensure their business survives, and employees still have a job.El Cajon Mayor Bill Wells said he has taken many calls and emails about the struggles business owners face in his jurisdiction.Some say defying the orders and keeping their doors open means keeping food on their family's table. Wells said having police respond to COVID-19 related complaints won't be a top priority."A lot of us believe the government is overreaching in the situation and so, the county, if this is what the county wants to do, then they're going to have to do the enforcement," said Wells.Fletcher said the only way to get back to a sense of normalcy is to understand how serious this pandemic is and tackle the problem together."There is no functioning economy when you get out of control spread of a pandemic," said Fletcher. "So when you have the mayor of a city and jurisdiction say they're going to ignore and defy public health orders, that sends a signal to people that this is not serious and they don't need to worry about it ... That leads to an increase in cases, an increase in deaths, and more closures." 2416

SAN DIEGO (KGTV) — Days before the sale of a Del Cerro home was scheduled to close, thieves went on a shopping spree inside the house.In the 5600 block of Genoa Drive, neighbors were jolted by something unexpected."It's shocking because things like that don't happen in our neighborhood," said Diane Cozey.On Wednesday morning, at a three-bedroom, three-bath home that was well into escrow, a disturbing discovery was made by the staging company arriving to collect their inventory. The front door had been left ajar. "Just dismayed that someone could do something like this," said homeowner Randy Arciniega.Arciniega says his home was raided. The furniture, installed lighting, and rugs remained, but just about everything else was gone: towels, pillows, blankets, artwork, lamps, plants and other decor. Also missing was the refrigerator."The only thing that bothered me more is so much destruction happened," said Arciniega.Arcieniega says his beautiful floors were carved up as the burglars dragged the fridge out of the home. The total loss? About ,500.He tells 10News the lockbox was attached to some PVC piping, which was found damaged. The thieves apparently yanked it off the lockbox and somehow got inside it to use the key. Arcieniega says the biggest mistake he made was shutting down the alarm, because so many people were going in and out of the home. He believes the thieves were likely headed back for the rest of the inventory. The washer had been moved from the laundry room to the garage.The break-in happened sometimes between Saturday afternoon and Wednesday morning. Arciniega covered the costs of the refrigerator and floor damage. The sale of the home is expected to close Monday. 1716

SAN DIEGO (KGTV) - As President Trump continues his call for a wall along the U.S. border with Mexico, experts say the one already in place is doing an excellent job at deterring illegal immigration.San Diego has had some form of a "wall" for decades. On a tour in June with 10News Anchor Steve Atkinson, Rodney Scott, the Chief of the Customs and Border Protection San Diego Sector, said a lot has changed in the last 20 years."I would argue during the 90s the extreme was total lawlessness," Scott said. "The fence behind me was chain link, riddled with holes."Scott described working as an agent and watching large crowds of people gather near the fence at twilight. They would then run across en masse once it got dark."There was a green flag to come out, and they would all rush when the sun went down," he said.That started to change in the later part of the decade.In 1993, then-President Bill Clinton signed Operation Gatekeeper into law. It was one of three operations to add infrastructure and technology to the border to help curb illegal immigration. Gatekeeper led to the start of the fence that's in place now.CBP says it led to a 75% drop in illegal immigration arrests over the next few years.But Scott said he still saw people making their way across, primarily through the area of the Tijuana River Estuary."Even up until the early 2000s, if you were standing here at night you would have seen little bonfires all over this area," he said. "There were trails as wide as cars, and that was purely from foot traffic."The next wave of border security started in 2006 when President George W. Bush signed the Secure Fences Act. It called for nearly 700 miles of physical fencing along the southern border.Government numbers show the flow of illegal immigrants peaked in the U.S. in 2006, with more than 1,000,000 arrests. In 2018, that number had gone down to around 396,000."That basically started closing the border," said Dr. Alejandra Castaneda, a leading researcher on immigration and the border for El Colegio de la Frontera Norte in Tijuana."Clinton started it, but it was really the Bush administration, especially after 9/11. And then the Obama Administration simply continued that project and finished it," she said.Castaneda said the wall built during that time was meant to be imposing."I think a lot of people in the U.S. that don't live at the border don't know that there is already a wall," she said.Because of Gatekeeper and Secure Fences, right now the U.S.-Mexico border in San Diego has 12 miles of double fencing that stretches from the coast to the Otay Mesa Port of Entry. After that, there are another 43 miles of "primary" fencing into and through the mountains in the eastern part of the county.Scott said the San Diego Sector has become the blueprint for the rest of the border."I call this our proof of concept," he says. "We've proved that border security works. And this is, by far, the most secure part of the U.S. border anywhere in the country." 3000

SAN DIEGO (KGTV) — As a way to celebrate military members and their families this weekend, San Diego County Animal Services will waive adoption fees.From May 24 to 26, the department will take part in the Animals for Armed Forces adoption event to offer the free adoptions for cats, dogs, and rabbits. SAN DIEGO (KGTV) - Border Patrol agents and San Diego Police are at the scene of a possible suspicious device in Otay Mesa, officers confirmed Wednesday.Police said they got a call from Border Patrol about 3 p.m. telling them about a possible threat in a vehicle in a tow yard on the 9000 block of Airway Road.The vehicle had been seized during a drug smuggling investigation, police said.San Diego officers sent canine units to the scene and helped establish a perimeter.California Highway Patrol closed one lane on eastbound I-905 exiting onto SR-125.
