SAN DIEGO (KGTV) - The family of the man killed on India Street on this month has identified him as David Hill. The 38-year-old was a pathology resident at Balboa Naval Hospital. In the Navy since 2004, Hill had reached the rank of Lieutenant Commander. He was an avid traveler, having visited dozens of countries. His mother, Carol Hill, said he had a goal of running a marathon on every continent. Hill had already checked off the hardest, Antarctica, though he had to get creative. “He did the 26 miles on the ship’s treadmill to fill that square!” said Hill's mother. RELATED: Pedestrian hit, killed near I-5 offrampA member of the San Diego Swim Masters team, he also swam in the Antarctic waters and was training for an island-to-island swim in the Galapagos next year. “He was a fanatic about being in shape,” said his brother, Matt. “Every morning he’d get up at 4 am and swim miles or he’d get up and run.” That’s what they believe he was doing the morning of Dec. 2. He had made it a few blocks from his apartment when he was struck by the driver of a minivan on India Street near Olive and Palm. Paramedics pronounced him dead at the scene. The 55-year-old driver of the minivan stopped and has cooperated with investigators. 1244

SAN DIEGO (KGTV) -- The Historic Balboa Theatre will be celebrating a milestone Monday night. The famed venue will host a party in honor of its 95th birthday. The celebration will pay special tribute to the USO in a performance produced by Ric Henry, a San Diego song-and-dance sensation. The musical review will depict the musical history of the USO from the 1940s to the present. SAN DIEGO (KGTV) -- The man accused of killing his stepmother and burying her body in the backyard of a Tijuana home pleaded guilty to unrelated drug charges Tuesday. Aaron Seth Juarez, 20, pleaded guilty to possession of heroin for sale and agreed to a two-year state prison sentence. Juarez was taken into custody in San Diego earlier this month for probation violations. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) -- The California Department of Corrections and Rehabilitation are looking for two women they say walked away from the Custody to Community Transitional Reentry Program.The department says, while conducting a room search Thursday, staff discovered a cell phone in a room shared by Karen Flores, 26, and Gisselle Rivas, 20.A short while later, it was discovered that both women removed their ankle monitors and walked away from the facility.Flores is a Hispanic female, 5 feet, 1 inch tall, weighing 168 pounds with brown hair and brown eyes. Authorities say she was serving more than two years at the facility for second-degree burglary and grand theft.Rivas is a Hispanic female, 5 feet, 1 inch tall, weighing 148 pounds with brown hair and brown eyes.
