ESCONDIDO, Calif. (KGTV) — One person is dead and a driver is at large following a hit-and-run collision in Escondido.A vehicle collided with a bicyclist on La Honda Road north of El Norte Parkway at about noon, according to the Escondido Police Department."The rider was wearing a helmet, and we are still investigating the cause as to what happened and how the car and bicyclist crashed," Lt. Scott Walters with the Escondido Police Department said. The cyclist was part of a larger group going southbound on La Honda Drive. Witnesses of the crash saw the 36-year-old victim from Vista fly off his mountain bike and die at the scene. Investigator said the driver of the car never stopped and continued going northbound on La Honda Drive. A short while later, investigators got a break in the case. The mangled car was spotted on the 600-block of Aster Street, just a half-mile away from the crash site. 10News spoke to neighbors watching the commotion, who said they did not recognize the sedan. The victim's identity was not immediately released.Police advised the public to avoid the area for about five hours after the crash. Access to Dixon Lake and Daley Ranch Recreation Areas was closed, but hikers and bikers were able to access Daley Ranch through Cougar Pass in north Escondido, police added. 1312

ESCONDIDO, Calif. (KGTV) -- San Diego neighborhoods are getting a step ahead of crime. One Escondido HOA is the latest to install license plate reader cameras. Drivers entering the Kent Ranch HOA in Escondido are now greeted by high-tech license plate readers. According to the creators of the tech, the cameras help police solve an average of two to three cases a day nationwide. The cameras don’t have facial recognition, only the ability to identify the car. Critics of the technology worry the data could be abused and is an invasion of privacy. The HOA did hear from some residents about privacy concerns, but believed public safety outweighed the concerns. Residents can request their vehicle not be captured by the cameras. 739

ESCONDIDO, Calif. (KGTV) — A firefighter was injured Wednesday when a roof collapsed on him while battling a blaze at a North County strip mall.Crews responded to the strip mall at 945 W. Valley Parkway just before 3:20 p.m., according to Escondido Fire Department. One engine arrived to the end unit of the mall fully engulfed in flames and extending into a neighboring business, EFD said.It's not clear how the fire started. The fire appears to have originated in a shoe repair and garment cleaner business, according to Google Maps images. The business sits next door to a gun and ammo business.One firefighter was injured in the blaze when part of a roof collapsed, according to EFD. He was taken to Palomar Medical Center for treatment. EFD didn't reveal the extent of the firefighter's injuries.EFD added that one civilian had minor smoke inhalation and refused treatment at the scene. 899

Violators will be stopped and cited with fines set at 2 for first-time offenders.On April 5 and April 13, law enforcement officials all over the state are set to step up distracted driving enforcement.According to authorities, officers have issued hundreds of thousands of citations over the past three years to those texting or calling while driving.Recent legislation has even gone as far as to make it illegal to use a smartphone’s apps while driving."California’s distracted driving laws have been saving lives for a decade now,” said former State Senator Joe Simitian, who authored the state’s hands-free and no-texting laws. “Every day, somewhere in California, someone is sitting down to dinner with their family who wouldn't have made it through the day without these laws on the books.
