SAN DIEGO (KGTV) - A local retiree has a warning for Americans headed across the border after says he was shaken down for money during a recent trip to Tijuana, possibly due to COVID-19 restrictions.A few weeks ago, on a Sunday afternoon, Tom and his wife, a Mexican native, decided to visit one of her relatives. It's a trip they've made countless times. They drove across the border into Tijuana in their modified truck, bearing California license plates. Almost immediately, he noticed they had company."Saw a small car with municipal officers get behind me and pulled me over," said Tom, who asked us not to use his real name.He says one of two uniformed officers asked him to get out of the truck and walk over the police car, where the officer checked his driver's license."He explained he was pulling me over for tinted windows," said Tom.Tom says he was asked if he was smuggling drugs. Tom said he wasn't."Then he said, 'Here's the real reason I'm pulling you over. The United States closed the border. People are starving, and I want your money. Don't freak out. Don't say anything, or we'll impound your truck and take you to the courts' ... That was scary. I felt helpless," said Tom.Tom says he handed over the in bills he had in his wallet. He says his wife gave the other officer her ."He gave her back and said, 'I don't want to leave you with nothing,'" said Tom.That officer also left her with more details."My wife said he explained to her that they are just mad at the United States, and they're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom.A ban on non-essential border travel by both governments has been in place since March to limit coronavirus infections. Though cross-border traffic still remains busy, the restrictions have taken an economic toll on both sides of the border."I don't understand why they're blaming Americans. We're struggling too," said Tom.Tom says his police encounter ended when the officers let him go, warning him to stay out of Tijuana to avoid a repeat experience. He plans to take that advice."Myself, I'm not going back down there. It just invites trouble. You don't know who you can trust down there. Americans should be cautious," said Tom.Tom says he didn't report it to Mexican authorities because he feared retaliation. He tells ABC 10News a week after his incident, his brother-in-law experienced a similar shakedown while walking in the same area.ABC 10News reached out to the Mexican consulate in San Diego to find out if there have been any similar reported incidents and are waiting to hear back.In a statement, a spokesperson with the Tijuana government said a formal investigation would be launched "to investigate ... this reprehensible case and to apply the corresponding sanctions ... We cannot let the evil act of an officer demerit the good work that has been done to generate greater confidence in the security authorities." 3030

SAN DIEGO (KGTV) -- A man was medevaced from a Carnival cruise ship Monday after a reported stroke. According to the Coast Guard, the rescue happened around 6:30 p.m. Monday roughly 45 miles northwest of San Diego. A MH-60 Jayhawk helicopter was launched to assist. Once on the scene, the Jayhawk crew lowered a rescue swimmer to the cruise ship to assess the 58-year-old man. The crew took the man to Scripps Memorial Hospital La Jolla just after 9:20 p.m., according to the Coast Guard. The man is said to be in stable condition. 540

SAN DIEGO (KGTV) -- A patient who tested positive for novel coronavirus in San Diego County has fully recovered, UC San Diego said Wednesday. The hospital says it was informed of the recovery by the Centers for Disease Control and Prevention. The individual is no longer infectious and was discharged Wednesday. The person is also no longer under federal quarantine or isolation orders. The news comes as the San Diego Board of Supervisors unanimously voted to extend a local public health emergency in response to the virus. SAN DIEGO (KGTV) - A local casting director making it big in Hollywood after signing stars for a movie hitting theaters Friday.The movie, The Last Full Measure, is based on soldier William H. Pitsenbarger, Jr. who rescued more than 60 men during the Vietnam War. Casting Director Iris Hampton fell in love with the script the first time she read it, "I couldn't put it down, it was so beautiful." She was born and raised in San Diego in a military family and married a Marine Veteran, bringing the plot close to home.Hampton got into the business during a vacation to Hawaii. She said she went to the Magnum P.I. office and asked if they needed any help, "they said not right now, but why don't you come back in three months? So I came home, packed my bags and I went."Since then she's worked with big names like Chuck Norris and the Power Rangers. "I am going on my 28th and 29th season of that show," she said referring to the Power Rangers.Seven years ago she signed on to The Last Full Measure. The movie follows Pitsenbarger, Jr. during Operation Abilene in the Vietnam War. He descended from a helicopter while troops were under fire and rescued as many as he could, before he was killed.The film then follows the men who worked for decades to get Pitsenbarger, Jr. the Medal of Honor. "It ended up being 32 years they fought for him to get the medal of honor," she said."Pitts was a hero and a legend," Hampton said paratroopers idolize him.With a deep love and respect for the military, Hampton said this project is the pinnacle of her career.She signed stars like Samuel L. SAN DIEGO (KGTV) - A Harley-Davidson owner is hoping for leads after his motorcycle disappeared from a mall parking lot in Mission Valley.Sebastian Rudi, who works at Westfield Mission Valley, was expecting to see his newly purchased 2002 Harley after his shift ended around 10 p.m. Saturday. Instead the bike that was parked in the underground lot, feet from the ramp into the mall, was gone."A little panic ... mixture of anger and pure disappointment," said Rudi.MAP: Track crime happening in your neighborhoodThat may actually an understatement. The ,000 bike he bought in April was his pride and joy."I spent my entire life wanting a Harley. Spent every cent to my name on a Harley.
