If you thought the presidential candidates had plenty of time to convince voters, think again. The swing state of North Carolina is set to start mailing out absentee ballots on Friday, September 4. That means voters will be able to return their ballots as early as next week. RECORD NUMBERS VOTING EARLYNorth Carolina is seeing a record number of absentee ballots because of the pandemic. In 2016. around 200,000 absentee ballots were counted. Already in 2020, the state has received around 600,000 requests. "It’s been kinda tough but we are trying to get through it," Kristen Scott, the elections director in Halifax, North Carolina, said. Scott only has a staff of three. In 2016, her staff received 200 absentee ballot requests. This year they have already received 2,000 and it's only early September. "I do go ahead and tell voters once you get your ballot, it's best to complete it and send it back in," Scott said. NORTH CAROLINA TEST CASEWhat happens next in North Carolina will be an example for other states around the country. Will voters return their ballot right away? Will they wait until the first debate? Additionally, will voters be able to follow all of the directions?For instance, in North Carolina, all absentee ballots must have a valid witness signature. During a pandemic will voters be able to find a witness? If it's not there, the ballot will be rejected. "In the primary, we saw about 15 percent of absentee ballots rejected," Allison Griggs with the Southern Coalition for Social Justice, said. Griggs fears the election could depend on whether voters follow directions or not. In North Carolina, election officials are allowed to contact voters if they find an error with their ballot prior to the polls closing. Griggs advises all Americans to be on the lookout for phone calls from election officials just in case. House Speaker Nancy Pelosi and Rep. Jamie Raskin, D-Maryland, introduced legislation Friday that establishes a Congressional commission that would be able to investigate a President's health under the 25th Amendment.While President Donald Trump's health has come into question following his COVID-19 diagnosis, Pelosi and Raskin insisted that while Trump's health prompted their bill, it would not be used to remove him from office.Instead, Raskin said the commission would be a bipartisan effort that would be set up in case the health of other presidents came into question.Passed in 1967, the 25th amendment to the U.S. Constitution spells out the presidential line of succession.The amendment has four sections:1- When a president dies or resigns, the vice president finishes the term.2- When there is a vice presidential vacancy, the House and Senate votes to confirm a replacement nominated by the president.3 - When a president needs to temporarily cede power, he or she can hand the duties to the vice president who then becomes the acting president.4 - The vice president and a majority of secretaries can vote to remove the president if the president is "unable to discharge the powers and duties of his office. The section also grants power to a body "established by Congress" to invoke the amendment and transfer power to the Vice President.Raskin said his bill would establish that "body" that could investigate the health of the president. For Congress to invoke the 25th Amendment, the Speaker of the House and the President pro tempore of the Senate must provide "written declaration" that the President is "unable to discharge powers and duties of his office." Sen. Chuck Grassley, R-Iowa, is the current President pro tempore and will unlikely make such a declaration. In addition, the President could object to the Congressional body's findings. Reports surfaced later on Thursday that the House is planning to introduce legislation to institute a commission to evaluate the president's health.Pelosi then criticized the White House for not stating the president last submitted a negative coronavirus.“I think that the public needs to know the health condition of the President. There’s one question they refuse to answer. Before he got the virus and admitted to it, when was his last negative test? When was his last negative test? (AP) — Many Californians are preparing for a new stay-at-home-order that bars restaurant dining, shutters salons and limits retail in an effort to curb spiraling coronavirus infections and hospitalizations. The new rules that take effect late Sunday in the vast region of Southern California, much of the San Francisco Bay Area and a large swath of the Central Valley also prohibit residents from gathering with people not in their households.Public health officials say the measures are critical as space dwindles in intensive care units. Law enforcement officials say they don’t plan to enforce the rules and are counting on residents to wear masks and practice physical distancing. In a 5-4 decision announced Monday, the Supreme Court struck down a Louisiana law that severely restricted abortion in the state, marking a win for abortion rights advocates.Chief Justice John Roberts, a crucial conservative swing vote, sided with liberal Justices Breyer, Ginsburg, Sotomayor and Kagan in issuing the majority opinion.According to The Associated Press, Roberts has favored restrictions on abortion in two previous Supreme Court rulings.The decision strikes down a Louisiana law that would have required physicians who perform abortions to also have admitting privileges at a hospital within 30 miles of the abortion clinic. The law would have reduced the number of physicians in the state who were legally permitted to conduct an abortion to one.The law was nearly identical to a Texas law that was declared unconstitutional by the Supreme Court in a 2016 decision.This story is breaking and will be updated. 933
