SAN DIEGO (CNS) - Murder and robbery charges were filed Friday against two young men who prosecutors allege are responsible for the death of a Rancho Bernardo teen who was run over by a car in a drug robbery gone wrong.Angel Ramirez, 19, and Joshua Benjamin, 20, are accused in the March 7, 2019, death of a 16-year-old boy identified in court papers only as Christian H.Deputy District Attorney Christina Eastman alleges the defendants -- who entered not guilty pleas -- robbed the victim and, in the process of fleeing the scene, ran over the boy's head with their vehicle.RELATED: Arrest made in death of teen found in Rancho Bernardo streetAccording to the prosecutor, the victim had sought to purchase 0 worth of narcotics from Ramirez, who traveled with Benjamin to the teen's home in the 16800 block of Cresta Drive. When the teen handed his money to Ramirez, who was sitting in the backseat, Benjamin sped away, she alleged.Eastman said the victim hung onto the open rear car window in an attempt to get the drugs or his money back. SAN DIEGO (CNS) - Margaret Hunter, who pleaded guilty along with her husband -- former Rep. Duncan Hunter -- to illegally spending hundreds of thousands of dollars in campaign funds for personal purposes, was sentenced Monday to eight months of home confinement, slated to begin immediately, and three years probation.The former East County congressman's wife, who also acted as his campaign manager during much of the time the pair improperly spent campaign funds on personal expenditures, pleaded guilty to a conspiracy charge more than a year ago.Duncan Hunter pleaded guilty about six months later, then resigned from Congress the following month. He was sentenced in March to 11 months in federal prison, but has yet to serve any of his term as the COVID-19 pandemic led to a postponement of his self-surrender date. He's not expected to report to prison until possibly as late as January.Margaret Hunter's attorneys argued for an out-of-custody sentence involving home confinement and prosecutors agreed, citing her agreement to cooperate with investigators and the manner in which prosecutors say her husband directed blame at her when the allegations became public.Prosecutors did seek to have her home confinement delayed until January, as they stated it would be more punitive at that time, with the COVID- 19 pandemic currently keeping the majority of the general public confined to their homes.However, U.S. District Judge Thomas Whelan opted to begin her term immediately.Margaret Hunter made a brief, tearful statement to the court prior to sentencing, saying "I continue to take full responsibility. He attributed more than ,000 in video game purchases to his son, while later suggesting his wife may have been responsible for the misspending, as she was the campaign manager and in charge of those finances.He later accused the U.S. Attorney's Office of a politically motivated prosecution, saying some of the lead prosecutors in his case attended a fundraiser for Hillary Clinton's presidential campaign. He alleged the prosecution targeted him because he was one of the earliest supporters of Donald Trump's presidential campaign."Today we're reminded that no one is above the law," Assistant U.S. Attorney Mark Conover said following the hearing.The prosecutor said the sentence handed down was appropriate because "not only did she have to withstand being thrown under the proverbial bus by her husband, but she took responsibility."Conover also credited Margaret Hunter's cooperation, saying that without it, prosecutors would have likely had to go to trial in order to secure a conviction against Duncan Hunter. Her cooperation "led Congressman Hunter to understand that he would not escape responsibility for his crime," according to Conover.The couple were indicted in 2018, charged with unlawfully spending hundreds of thousands of dollars on family vacations, restaurant and bar tabs, clothes and other frivolous expenses over the course of several years, while falsely stating to staff that the purchases were campaign-related.Prosecutors said that despite their lavish spending, the couple were in dire financial straits, overdrawing their bank account more than 1,100 times over a seven-year period.Amid the charges and public allegations, Hunter was re-elected in November 2018 with 51.7% of the vote in the 50th Congressional District, despite being indicted three months prior. SAN DIEGO (CNS) - Father Joe's Villages and Connections Housing were gearing up to accommodate more than 160 additional homeless residents needing shelter Tuesday night due to forecasted rain, according to the San Diego Housing Commission. The commission activates its Inclement Weather Shelter Program when temperatures drop below 50 degrees and the chance of rain is higher than 40%, the temperature falls below 45 degrees regardless of the chance of rain or sustained high winds are predicted. The program is funded through a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. SAN DIEGO (CNS) - Health officials announced Tuesday that students at three high schools in San Diego County have tested positive for mumps and may have exposed others to the contagious virus in the last two weeks.One person at each of the campuses -- High Tech High School International, La Jolla High School and San Pasqual High School -- tested positive for the virus, according to the San Diego County Health and Human Services Agency, which did not specify whether the patients were students or staffers.Students and faculty at the three schools are being advised to be aware of possible mumps symptoms, which can include a fever, headache, earache and salivary gland inflammation.The exposures happened during normal school hours on Oct. 21-22 at High Tech High; Oct. 21-23, 25 and 28 at La Jolla High; and at San Pasqual High on Oct. 17-18 and 21-24.Symptoms can show between 12 and 25 days after exposure, according to the San Diego County Health and Human Services Agency."We are working closely with school officials to inform the school communities about the symptoms of mumps and vaccine recommendations," said Dr. Wilma Wooten, the county's public health officer. "Because there is no prevention after exposure for mumps, people should be watching for symptoms and make sure they have all the recommended doses of measles, mumps and rubella immunizations."County health officials have received reports of 47 mumps cases this year, the most in 25 years. Mumps cases statewide, nationwide and in Baja California are also outpacing the number of reported cases at this time last year.The viral disease is passed through coughing, sneezing or close contact. Severe complications are often rare but can include meningitis, permanent hearing loss, a decrease in fertility and fetal loss for pregnant women in their first trimester. Most mumps patients recover without incident.Health officials encouraged all residents to receive the measles-mumps- rubella vaccine to protect against developing the illnesses. The vaccine is recommended in two doses at 12 to 15 months old and at 4 to 6 years old. SAN DIEGO (CNS) - Four local restaurants and gyms are suing the state and county over its coronavirus restrictions as a shutdown of indoor operations takes effect for many county businesses.The lawsuit was filed Thursday in San Diego Superior Court on behalf of Cowboy Star Restaurant and Butcher Shop, Home & Away Encinitas, Fit Athletic Club and Bear Republic.The suit comes as San Diego County is slated to shut down indoor operations for nonessential businesses at midnight Saturday due to its recent entry into the most restrictive, purple tier of the state's coronavirus reopening plan.The businesses allege that San Diego's increased case numbers are not a result of exposures at restaurants, gyms and other types of businesses that will be impacted by the impending closures. The lawsuit cites recent figures indicating restaurants/bars, retail businesses, places of worship, schools and gyms make up a small percentage of confirmed community outbreaks.San Diego County Public Health Officer Dr. Wilma Wooten recently submitted an adjudication request to the state seeking to have San Diego County remain in the red tier. The request was rejected by the state last week.``Penalizing the impacted sectors for case increases is wrong, as these sectors continue to do the right things, while trying to weather the ongoing pandemic and the back forth of reopenings,'' Wooten's request states.The businesses allege in their complaint that they may be forced to shut down permanently if the shutdown is not averted.
