WASHINGTON, July 28 (Xinhua) -- Holding an umber basketball in his hand, Chinese Vice Premier Wang Qishan became the center of attention at the end of the first round of the China-U.S. Strategic and Economic Dialogue on Tuesday. The basketball, with Barack Obama's autograph, is a gift from the U.S. president to Chinese Vice Premier Wang Qishan who is the co-host of the "Economic Track" of the dialogue.     The basketball is considered a symbol of the U.S. government's hospitality and gratitude to Chinese officials for their efforts in making this dialogue a success. ROME, Sept. 13 (Xinhua) -- China and EU agreed here Sunday to continue their dialogue in order to strengthen the important cooperation with each other.     Hua Jianmin, vice chairman of the Standing Committee of the National People's Congress (NPC), or China's legislature, met with President of the European Parliament Jerzy Buzek in Rome, before attending a summit for parliament speakers of the Group of Eight (G8) and emerging economies on behalf of top Chinese legislator Wu Bangguo. BEIJING, Sept. 8 (Xinhua) -- The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) is to be held from Sept. 15 to 18 this year, according to a statement issued Tuesday after a meeting of the Political Bureau of the CPC Central Committee.     The decision was made at Tuesday's meeting, presided over by Hu Jintao, general secretary of the CPC Central Committee.     Participants at Tuesday's meeting discussed a draft document on improving Party building which is to be submitted to the four-day plenary session for deliberation.     The CPC has to improve the Party building to cope with "major development, reform and adjustment in the world" and to better lead all ethnic groups to concentrate on construction and development, the statement said.     To sum up the Party's invaluable experience of strengthening self-building since the founding of the People's Republic of China 60 years ago, and enhance the Party building in the new situation, the CPC should stick to the following principles detailed in the statement:     -- The CPC should be strict with the Party members by conducting strict education, administration, monitoring and self-criticism.     The Party should also make redoubled efforts to improve the Party's work style, build a clean government and fight corruption to maintain its advanced and immaculate nature.     -- The CPC should focus on theological and ideological construction to enable the Party's theory and practice to keep pace with the time and be creative.     -- More efforts will be made to enhance the CPC's creativity, cohesiveness and fighting capacity to guarantee the Party to do a better job in governing and rejuvenating the country, and building socialism with Chinese characteristics.     -- The CPC should stick to scientific and democratic rule and rule by law to make it always a representative of the development requirements of China's advanced social productive forces, the progressive course of China's advanced culture, and the fundamental interests of the overwhelming majority of the Chinese people.     -- The CPC should meet the essential requirements of building the Party to serve the public interests and running the government for the benefit of the people.     -- The CPC should improve itself in an innovative way.

UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."
