ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. Federal authorities filed a lawsuit against a New Jersey landlord who allegedly demanded sexual favors from low-income tenants in exchange for housing assistance.On Wednesday, the Department of Justice filed a sexual harassment lawsuit against 73-year-old Joseph Centanni, who owns hundreds of rental units in and around Elizabeth, for "violating the Fair Housing Act by subjecting tenants to sexual harassment" since at least 2005.“The Fair Housing Act protects the right of all persons in our nation to rent a home without suffering sexual exploitation at the hands of abusive landlords. Demanding sexual favors from tenants, especially those who are financially vulnerable, is illegal,” said Assistant Attorney General Eric Dreiband of the Civil Rights Division in a statement. “The Fair Housing Act protects tenants from sexual harassment and retaliation by their landlords, and the Justice Department will hold accountable those who engage in such cruel, depraved, and illegal conduct and will work tirelessly to obtain relief for their victims.”The complaint alleges Centanni demanded that current and prospective tenants provide him with sexual favors in exchange to keep their place or a reduced rate in rent, and threatened to evict anyone who rejected his advances.“No one should ever be forced to provide sexual favors, or otherwise endure sexual harassment, as a condition to keep or obtain housing,” U.S. Attorney Craig Carpenito said in a statement. “Sexual harassment in housing is illegal under the Fair Housing Act, and we will vigorously enforce this federal law to end this depraved type of behavior.”According to the complaint, one victim said she approached Centanni last year because she was having problems paying her rent. He said he'd help her with rental assistance, and she asked what she needed to do in exchange."He then brought her to an empty apartment," the court documents alleged. "There, he asked her for a massage and exposed himself. He then subjected her to unwanted sexual touching by using his hands to move both of hers to touch his testicles and penis as she said words to the effect of 'no' and 'don’t do that.'" Afterward, Centanni helped the woman apply for rental assistance, the lawsuit claims.Another woman said she went to Centanni last year stating she was having problems finding another place to live after agreeing to move out, the lawsuit alleges.The lawsuit states Centanni then took the woman to an empty storage room, after asking the tenant how badly she wanted to stay in her apartment.“There, Centanni exposed himself and asked for oral sex,” federal prosecutors allege. “Because she felt like she had no choice, the tenant submitted to Centanni’s sexual demand. After this incident, Centanni allowed her to stay in her apartment.”According to the complaint, Centanni participates in the federal Housing Choice Voucher Program (also known as “Section 8”) and receives approximately 2,000 each month in federal voucher payments. 2998

ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Geotech is assuring us that is not a factor."RELATED: Three dead, two injured in north San Diego County bluff collapseA 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday, killing one person and injuring four others. Two of those injured in the collapse later died of their injuries.Two of the three victims were identified as 35-year-old Anne Clave and 65-year-old Julie Davis.Officials moved a nearby lifeguard tower next to the site of the collapse as a safety precaution, Giles said. (KGTV) - A pride flag is now flying outside Encinitas City Hall, overlooking the city's downtown area.The Encinitas City Council voted 4-0 Wednesday to hoist the flag to commemorate Pride month. The action comes after the Trump administration denied U.S. Embassy requests to hoist the flag, saying government buidlings should only fly the American flag. At the meeting Wednesday, councilmembers said they wanted to show the city as inclusive and welcoming. They added they want to push back against a recent uptick in hate crimes against the LGBTQ commumity - and potential rollbacks of federal protections for them in the military, workplace, and health care."I think it's critically important that we stand up and celebrate," said Joe Mosca, the city council's first openly gay member. "We celebrate the advancements that have been made and we're ready to fight for the future, and make sure that advancements that have been made haven't been rolled back."Lisa Nava, a 30-year Encinitas resident and LGBTQ advocate, watched the Pride flag go up in memory of her brother David, who died of AIDS in the 1980s."It was actually the first time i ever saw true love, between him and his partner, and I believed in my core being that there was no reason two people couldn't love each other and be out in the world loving each other," she said.
