SAN DIEGO (KGTV) - Video captured shots ringing out, apparently pelting cars in a Rolando neighborhood, including the vehicles of a family already impacted by the pandemic.A shattered windshield is what Ondria Aviles found when she went to her Dodge Journey, parked outside her home along Marraco Drive on Monday night."Just couldn't believe that had happened," said Aviles.Her husband came out and found the driver side window of his truck - also parked on the street - was also shattered."My husband had a BB pellet hole in his window," said Aviles.Turns the moments their vehicles were vandalized were captured by neighbor Ryan Dick's surveillance camera. Just before 7:30 that night, a red sedan was recorded driving through when three shots rang out in a span of three seconds. The final two shots sounded near Aviles' vehicles.According to posts on the Nextdoor app, at least four other cars and homes were struck in a several-mile stretch. "Couldn't imagine if they missed and hit someone, a young child. We have three kids," said Aviles.Along with her outrage, there is frustration. The bill for the window damage will be a hardship. SAN DIEGO (KGTV)- As elections are quickly approaching, a San Diego man is expressing concerns after discovering what appeared to be undelivered mail ballots and voter guides in City Heights.“I was out walking the dogs, and I found this stack of voter ballots; it was mixed in with ballot envelopes and voter guides,” said Jeremy Alaynick. “Just kept finding them the more I walked.”He sent ABC10News pictures that appeared to show a combination of approximately two dozen unvoted ballots and sample ballot/voter information pamphlets.Alaynick, a professional dog walker, said he did not report the incident immediately because he was walking dogs for a client.“I would have picked them all up and taken them to the post office, but I’m thinking about the dogs, and that just wasn’t running through my mind at that moment,” he said.He was working to report the incident Wednesday.Registrar of Voters, Michael Vu, tells ABC 10News, situations like this are uncommon, and investigations are launched as soon as his office is aware.“What we generally do is we touch base with the US Postal Service. It would have been great to receive this information at the time rather than a week later, particularly for those respective voters but also for us to be able to manage it,” he said.Vu said if voters have concerns or haven’t received their ballots by mail, options are available.“We are tracking every single one of these ballots, so when a voter says they have not received their mail ballot, we have the ability to suspend that ballot and reissue them another one,” he said. “If there are voted mail ballots that come back to our office, we compare the signature off of the envelope against the signature on file. SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV)- Across California, many businesses continue to struggle in San Diego County, and some business owners say they can’t afford to pay their rent anymore without their usual income during this pandemic.Landlords are also feeling the effects of the small business struggle.“Many tenants are paying their rents, there aren’t many tenants paying their rents from profits,” said Sandy Sigal, CEO of NewMark Merrill Companies. “We’re not going to make any money or have any profits this year at all, we know that, but we do need enough money to pay our mortgages and lenders.NewMark Merrill Companies own about 80 shopping centers in three states, including California. I’m in favor of some stimulus to the unemployed.”Without additional assistance now, it’s a struggle he expects to continue until significant changes are made, and businesses can fully bounce back.“If the government helps my tenants, I’d be helped enough,” he said. “This is no one’s fault, but the pandemic and we all got to get through this together.” 2393
