NEW YORK CITY — A man sleeping on a Harlem street was hit with fireworks and suffered burns, police said Monday after a video of the incident circulated on social media.Video shows someone lighting and throwing a firework at the man, who appears to be homeless. The firework explodes as it hits the man.Another person can be seen in the video filming the incident.An NYPD spokesperson said the department received a call at around 4 a.m. Monday near 62 Lenox Ave. (Malcolm X Boulevard) in Harlem.Officers found the man, 66, suffering from minor burns. NOBLESVILLE, Ind. — The man in charge of the FBI in Indianapolis said a school shooting at Noblesville Middle School West earlier this year could have been prevented.According to FBI Special Agent in Charge Grant Mendenhall, most school shootings are preventable, including the shooting at Noblesville. The difficulty is people reporting the concerns."They might not know exactly what the shooter is going to do, but in the vast majority of cases, somebody in retrospect had recognized some type of behavioral change that could have been significant and again, not a very high percentage of people reported it to law enforcement," Mendenhall said.The findings are all part of a new study released by the FBI that studied active shooter incidents over 13 years. The report states, in part:  822

That means about 200 spots are going unused."I will watch people come into North Park and circle the parking garage looking for a parking spot, not knowing they're circling a place with 400 available ones," says Angela Landsberg, the Executive Director of North Park Main Street.Landsberg says the garage is often empty because there aren't enough signs letting people know it's there. She also says the only entrance, on 29th Street, makes it hard for people to access. She'd like to see the owners do more to promote it as an option for parking in the area."I think that people are not used to getting out and walking," she says. "The expectation is that we are going to pull up and have parking right next to the businesses that exist and that's not realistic looking forward."The garage charges an hour, with a daily maximum. It also charges flat rates during special events. Netflix plans to establish one of the largest production hubs in North America with an expansion of its existing studio complex in New Mexico and a commitment to an additional billion in production spending, government and corporate leaders announced Monday.Ten new stages, post-production services, offices, mills, backlots and other infrastructure would be added to Netflix’s growing campus on the southern edge of Albuquerque. Aside from construction jobs, the project is expected to result in 1,000 production jobs over the next decade.Netflix first marked its presence in New Mexico in 2018, when it announced it was buying Albuquerque Studios and pledged billion in spending over a decade.
