But on Monday, riders were on the lookout for a pair of goats.According to the New York's Metro Transportation Authority, a pair of goats were spotted roaming subway tracks in Brooklyn on Monday morning.According to WNBC-TV, the goats were first spotted on N train tracks near Green-Wood Cemetery. Police and animal control responded to capture the two animals.The MTA originally said that the goats were not affecting service, but WNBC later reported that trains were rerouted to allow officials to capture the goats.The goats were reportedly tranquilized and taken to an animal shelter.In a tweet on Monday, the MTA called the two delinquent goats " very baaaaad boys."  792

Read more about the case in the Team 10 report below. SAN DIEGO (KGTV) - A local doctor is accused of sexually assaulting patients who were under anesthesia. In an exclusive interview, 10News investigative reporter Jennifer Kastner spoke to a former patient who says he was abused. She also sat down with the accused doctor for an interview. The doctor was cleared to return to work and denies any abuse.Edward Braun of Alpine is the former patient. He says he found out when Scripps Mercy Hospital in Hillcrest called him and said that a nurse had reported the allegations. “I’m sad. I can't believe somebody would do this,” Braun tells 10News. Braun details the day he got the life-changing call from Scripps Mercy, notifying him that he may have been sexually assaulted by his anesthesiologist, Dr. Robert Stephens, while Braun was under anesthesia for surgery. “I was stunned. I was shaking,” he adds. “What I was accused of never happened,” Dr. Stephens tells 10News. He says he doesn't even remember Braun's surgery. “Given that I've done 5,000 plus surgeries, only the remarkable ones stand out and that entire day was thoroughly unremarkable,” he adds. However, it doesn't end with that day and that patient. The allegations are from 2017 and are detailed in a report published by the California Department of Public Health. In the report, three nurses came forward, and mentioned multiple patients. One nurse claimed to have witnessed the anesthesiologist's hand "underneath the sheets on four other occasions" when patients were "under general anesthesia". The report reveals that the nurse who allegedly witnessed Braun's assault claimed that the doctor's hand was under Braun's blanket, by Braun's groin. “She tried to pull the blanket off and he pulled it back and then she yanked it off and saw what he was doing,” says Braun. “I was still under anesthesia, unconscious when it happened,” he adds. “I have never been inappropriate with any of my patients, nor would I ever be,” says Dr. Stephens. We ask, “Why would three nurses falsely accuse you of something so egregious?” “It's speculation and I don't want to speculate. I don't see any benefit of me speculating in that respect,” he responds. According to the state report, the doctor said he sometimes may have had his hand "under the drapes" to "check EKG leads" and "monitor leads". In the report, it appears the nurses were the ones who got in trouble for not immediately and appropriately reporting what they allegedly witnessed. However, there's no mention of any corrective action for the doctor. “[The nurses] report something and they get reprimanded for it? That's not right,” Braun tells us. The hospital sent 10News the following statement: “Patient safety is a top priority at Scripps. While we are unable to comment on pending litigation, we can share that following allegations of improper conduct, the Medical Staffs of Scripps Mercy Hospital, Scripps Green Hospital and Scripps Memorial Hospital, Encinitas suspended Robert Stephens, M.D., and initiated a hearing before an arbitrator. After five full-day evidentiary sessions, the arbitrator found that, while the initial action was reasonable, the suspension was no longer reasonable and Dr. Stephens should be permitted to return to work. Subsequently, the parties reached a confidential agreement. After the agreement was reached, Dr. Stephens voluntarily resigned his Scripps Medical staff memberships and all clinical privileges.” Dr. Stephens says the arbitrator reviewed all the records and witness testimony. “[The arbitrator] ruled that not only was their story changing on that side but that their witnesses were not credible [and] their witnesses were not believable [and] I was credible and honest,” he explains.San Diego Police have an active criminal investigation, according to a Deputy District Attorney who's involved in the case. That DA confirmed that prosecutors have fought all the way up to the California Supreme Court to get records from Scripps Mercy Hospital, but have so far been unsuccessful. The DA agreed that his office is putting up a more aggressive fight than what's typical, but he wouldn't comment further about why. “I put my life in this guy's hands to take care of me and he abused his power,” says Braun. Last month, Braun sued Dr. Stephens, Scripps Health and Anesthesia Service Medical Group for assault, battery and negligence, among other complaints. Anesthesia Service Medical Group is Dr. Stephens’ former employer. It sent 10News the following statement: “ASMG was shocked and saddened to learn of the allegations made against Dr. Robert Stephens, a former employee of ASMG. From the moment ASMG learned of these allegations, Dr. Stephens has not provided care to any ASMG patients. Dr. Stephens was hired after very extensive background and credentialing checks, and up until the time these accusations were made, there was nothing to indicate that Dr. Stephens might present a risk to patients. ASMG is committed to hiring only those physicians who will provide the highest level of patient care, and will aggressively defend itself against any claim that it negligently hired or negligently employed Dr. Stephens.” “The initial allegations are very catchy and they do pack a punch but they aren't the truth,” says Stephens. UPDATE: The fire was 100 percent contained at 250 acres by Friday at 6:20 p.m. All lanes of SR-78 reopened by 5 p.m.RAMONA, Calif. (KGTV) -- Crews Thursday stopped the forward rate of spread of the Rangeland Fire burning in the Pasqual Valley near Ramona. The blaze started along San Pasqual Valley Road around 1 p.m. near the San Dieguito River Trail and quickly grew to 250 acres. The fire is 60 percent contained. The eastbound lanes on State Route 78 closed at Bandy Canyon Road due to the fire, but are expected to reopen by 10 p.m. The 78 will be down to one lane on Friday between 8:30 a.m. and 5 p.m.  Highland Valley Road was also closed between Bandy Canyon and Archie Moore Road due to a big rig that was stuck on the road.  803

The department warned that nobody should contact, confront, or attempt to apprehend him."We're concerned for the people of San Diego County and we want them to know he's here and we're keeping an eye on him," Undersheriff Mike Barnett said the SAFE Task Force is monitoring Smith 24/7 until he leaves San Diego County.The 59-year-old Smith was released from Coalinga State Hospital on Tuesday after spending 21 years there for openly fantasizing about raping and killing children.He stayed in Los Angeles for one night before making his way to Orange, where he checked into a halfway home on Thursday, said Sgt. Gavin Newsom asking for help researching why Smith was no longer required to register as a sex offender despite a conviction and requirement to do so in 1985.Newsom's office referred questions to the Department of State Hospitals. Ken August of the Department of State Hospitals said state and federal privacy laws prohibited the department from commenting.Smith appeared to be "very mild and passive" when McMullin spoke with him Thursday night.State and Orange County Health Care Agency officials referred Smith to the facility. Police warned the administrator of the facility about Smith's past, but he was accepted.Smith pleaded guilty in 1985 to a misdemeanor sex offense against a child, requiring him to register as a sex offender for the rest of his life, Spitzer said.However, in 2005, that requirement was lifted for an unknown reason, Spitzer said."We need to look into this and know why he is no longer a lifetime 290," Spitzer said, referring to the code in the law that requires sex offenders to register with authorities so they can be tracked."We believe he is a lifetime registrant," Spitzer said.In 2002, prosecutors attempted to charge Smith with sexual assaults on a 13-year-old, but the case was thrown out because of an issue with the statute of limitations, Spitzer said.Smith was committed to Patton State Hospital in San Bernardino in 1999 on a psychological hold when his wife gave a psychiatrist a letter her husband wrote that described sex acts he fantasized about on a 7-year-old boy in his neighborhood in Costa Mesa, according to prosecutors.The state kept him locked up in a state hospital under a civil commitment that concluded he was a danger to children, according to prosecutors. Under that law, he had the opportunity to seek release in a trial every six months.But during the hearings he has testified that he continues to fantasize about sexually assaulting and killing young boys, prosecutors said."He calls himself Mr. RTK," which stands for Rape, Torture, Kill, Spitzer said. "That's what I think has kept him in. He says, `If you don't cut off my penis and hands I will molest again.' "Spitzer said he has no real connection to the case because it was a civil commitment, but wanted to warn the public about the potential danger."It's just really upsetting and aggravating to me that one of the governor's departments released a guy who is such an aberration and outlier and it doesn't advise the public," Spitzer said."That's crazy to me. So the only thing I can do under the law is warn people and get his picture out there and build awareness of him, but I can't do much else."It was the county counsel's office that had the authority to object to Smith's release, but it was apparently not notified this time and the hold on him expired on Saturday, Steel and Spitzer said in their letter to Newsom.Spitzer said his office has been in touch with the state Attorney General's Office to determine why the sex offender registration requirement was lifted and whether it can be reinstated. 5848
