BEIJING, March 11 (Xinhua) -- China's supreme court and procuratorate vowed Thursday to step up anti-corruption efforts after a string of high ranking officials fell in last year's clean-up campaign.Prosecutors will focus on work-related crimes, commercial bribery and crimes that seriously infringe on people's interests this year, Prosecutor-General Cao Jianming told lawmakers in his work report to the parliament.More attention will also be given to criminal cases behind mass incidents and accidents, cases concerning construction projects, real estate development, land management and mineral resource exploration, Cao told nearly 3,000 lawmakers at the annual session of the National People's Congress (NPC).These areas are where corruption usually hide.Officials acting as "protective umbrella" for gangs will also be a focus of prosecutors' agenda this year, Cao said.In the work report of the Supreme People's Procuratorate (SPP), Cao said the country's prosecutors launched graft probes against 2,670 officials above county level last year, including eight at the provincial or ministerial level.The eight high-ranking officials included Huang Songyou, former vice president of the Supreme People's Court and Wang Yi, former vice president of the state-run China Development Bank.Also on the list were Chen Shaoji, former top political advisor of southern Guangdong Province, and Wang Huayuan, a former provincial official in eastern Zhejiang Province.Altogether, prosecutors investigated about 41,000 people, down 3.3 percent, in more than 32,000 cases, up 0.9 percent, for embezzlement, bribery, dereliction of duty and other work-related crimes last year, according to Cao's report.Among the probed, more than 18,000 were "extremely serious" corruption cases, while 3,100 were grave cases in connection to dereliction of duty or infringement of people's rights, it said.More than 9,300 government workers were implicated in cases of dereliction of duty, malfeasance and infringement of people's rights, Cao said.Nearly 3,200 bribers were punished "in an effort to strengthen crackdown on bribery offering crimes," he said.Cao said the authorities seized more than 1,100 on-the-run suspects involved in work-related crimes, with more than 7.1 billion yuan (about one billion U.S. dollars) embezzled or received in bribes recovered.NPC deputy Zhu Yong, also a political and law official in the provincial Communist Party committee in the eastern Anhui Province, said strict anti-corruption measures, such as auditing on officials who are leaving their posts, have produced fruitful results in fighting corruption.However, Zhu said some officials are still vulnerable to the temptation of bribes, and so fighting graft remains a challenge.Fighting graft is a very difficult task worldwide and cannot be efficiently addressed in a short period of time, Zhu added.VOWS TO CLEAN UP JUDICIARYChief Justice Wang Shengjun said courts will take actions on judicial corruption to prevent abuse of judicial power this year after Huang Songyou, former vice president of the Supreme People's Court (SPC), was jailed for life in January for taking bribes and embezzlement.Huang was convicted of taking more than 3.9 million yuan (about 574,000 U.S. dollars) of bribes from 2005 to 2008.Wang said nearly 800 court officials were punished for violating laws last year.Courts at all levels should "learn a lesson" from the case of Huang to pinpoint rooted problems on the management of judges and supervision of power, he said.Prosecutor-General Cao said the authority will "never relax its efforts" in the crackdown on judicial corruption.An extensive anti-gang crackdown in southwestern Chongqing municipality since last year revealed a grave situation of judicial corruption. About 200 judicial and public security officials in the city have been found to be implicated.Wen Qiang, former deputy police chief and head of the justice bureau of Chongqing, stood trial last month. He was accused of raping, taking more than 15 million yuan of bribes to protect criminal gangs, and possessing a huge amount of unexplainable assets.

BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. It requires "both rural and urban areas adopt the same ratio of deputies to the represented population in elections of people's congress deputies."Wang Zhaoguo, vice chairman of the NPC Standing Committee, said the law provides legal guarantees for elections of deputies to people's congresses, the country's fundamental political system, as well as citizens' right to vote and the right to stand for election.The Third Session of the 11th National People's Congress holds its closing meeting at the Great Hall of the People in Beijing, China, March 14, 2010.After the last amendment in 1995, the law stipulated that each rural deputy represented a population four times that of an urban deputy. Critics said this could be interpreted as "farmers only enjoy a quarter of the suffrage of their urban counterparts."Before the amendment in 1995, the difference was eight times."Such stipulations were absolutely necessary and conformed with China's political system and the particular situation at that time," Wang said.According to the 1953 national census, the urban population made up only about 13 percent. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday.It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each.The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation.The Spring Festival, or the Lunar New Year, falls on Sunday. It is the most important annual Chinese festival, with family reunions, much fun and plenty of eating.

  

UNITED NATIONS, March 18 (Xinhua) -- China on Thursday called upon the international community to render more support and provide more assistance to Afghanistan, and voiced its support for a leading coordination role by the United Nations in the reconstruction of the south Asian country.The appeal came as Li Baodong, the permanent Chinese representative to the United Nations, was speaking to a UN Security Council meeting on the current situation of Afghanistan.The international community must keep focused on Afghanistan, which is currently at a key transitional period, and increase support and assistance to enhance Afghan sovereignty and capacity for development, Li said.The international community should also step up the efforts to assist the country in strengthening its military and police forces, promoting the process of national reconciliation in the nation, he said.He said that China supports the leading coordination role played by the United Nations in helping Afghanistan in its reconstruction process.China had actively supported and participated in Afghanistan's peaceful reconstruction, he said, adding that China will continue to provide assistance to Afghanistan within its capacity.China had invited Afghan President Hamid Karzai to visit China on March 21-25, Li said, adding that he is confident that visit will achieve positive results.

  

BEIJING, Feb. 7 (Xinhua) -- Chinese Premier Wen Jiabao has held five meetings over the past month to seek opinions and suggestions on a draft featuring guidelines of an education reform plan of China for the next decade.The document, entitled "State guidelines for middle- and long-term educational reform and development plan", is intended to chart the course for education development in China before 2020.The country began working on the document in late August 2008, and a leading group with Premier Wen in charge, was set up to be responsible for the drafting efforts. Chinese Preimer Wen Jiabao presides over a meeting on education in Beijing Feb. 4, 2010. The Premier presided over five meetings from Jan. 11 to Feb. 6 to solicit opinions from representatives from all walks of life on a plan of education reform and development that the Chinese government is formulatingAmong Wen's guests invited to Zhongnanhai in Beijing for the meetings were education experts, teachers, parents, students, and education administrative officials.The invitees aired advice and suggestions on reforming the management system of colleges, improving quality of vocational education, reducing children's study loads, and loosening limitations on the education of migrant workers' children in cities at the meetings held from Jan. 11 to Feb. 6.Wen said the reform plan must stick to principles including emancipation of the mind from shackles of traditional concepts and system to realize scientific development in education, letting teaching faculty, instead of the administrative staff, play a leading role in schools, and advancing an equal distribution of educational resources.Apart from the five meetings, other forms, such as opening a designated e-mail box, organizing Internet forums, and launching a special column with the website of the Ministry of Education have also been tried to solicit opinions and suggestions for drafting of the document.After the fifth round of opinion soliciting on Saturday, the document would be made public so that more people in the country would participate in the consultation and extra advice be heard before the document could be revised and improved, said Wen.    Chinese Preimer Wen Jiabao (2nd L) talks to representatives during a meeting on education in Beijing Feb. 5, 2010.
