SAN DIEGO (KGTV) — A 19-year-old Arizona student has been arrested and now faces animal cruelty charges after police say he abused his emotional support dog.Netzer Villagomez, a student at Grand Canyon University, was arrested Sept. 22 after an Arizona Humane Society Animal Cruelty Investigator responded to reports of animal abuse involving a pug named Miso, an emotional support dog.Miso was examined by an AHS veterinarian, who said she found two fractured ribs, a fractured pelvis, and fractured tooth. Blood work also revealed elevated liver values indicating acute injuries.Police said Villagomez admitted to hanging Miso by its collar and leash, with all four legs off the ground, on two occasions for several seconds each time. Police say he also admitted to harming the dog on purpose.Villagomez sent photos of the reported abuse to another person, police added.Villagomez has been charged with Animal Cruelty, which went from a Class 6 to Class 5 Felony in Arizona last August. This means that such crimes cannot be dropped to a misdemeanor and may included jail time or supervised probation or treatment, according to the law. He's the first person to be arrested under the new penalties.Grand Canyon University released a statement to 10News, saying Villagomez had been expelled following his arrest."GCU Public Safety became aware of an incident involving Netzer Villagomez and immediately took possession of his emotional support animal to ensure its safety. The animal was turned over to the Arizona Humane Society and Mr. Villagomez was removed from campus. Mr. Villagomez has since been expelled from the university following his arrest by the Phoenix Police Department. SAN DIEGO (KGTV) - A 2-year-old-boy died and three other children became ill as a result of E. Coli linked to contact with animals at the San Diego County Fair, health officials said Friday. Four cases of infections have been confirmed in children ranging from 2 to 13 years old, according to the County Health and Human Services Agency.1st case: A 13-year-old girl visited the fair on June 8. Illness onset began on June 10. The girl is currently recovering and was not hospitalized.2nd case: A 11-year-old girl visited the fair on June 8 and 12. Illness onset began on June 12. The girl is currently recovering and was not hospitalized.3rd case: A 9-year-old boy visited the fair on June 13. Illness onset began on June 16. The boy is currently recovering and was not hospitalized.4th case: A 2-year-old boy visited the fair on June 15. Illness onset began on June 19. Boy suffered from hemolytic uremic syndrome (HUS) and was hospitalized. The boy died on June 24.The 2-year-old boy, identified by family members as Jedediah Cabezuela, died from Shiga-toxin-producing E. Coli (STEC). Health officials said Saturday there were no other clusters of Shiga-toxin in the county.E. Coli can cause the complication HUS. The condition destroys red blood cells and causes the kidneys fail, which can lead to death.The source of the E.Coli bacteria is under investigation by the County Department of Environmental Health, and Health and Human Services Epidemiology Program. County inspectors said the illnesses had no link to any food facilities the children accessed. San Diego County Fair officials have closed public access to all animal areas, including the petting zoo, at the livestock barn on the eastern side of the Del Mar Fairgrounds.The cases are not directly related, officials said.Fair and health officials says they haven't definitively linked the cases to animals at the fair, but all cases share that factor and they are taking the proper precautions. County health officials asked anyone who experienced the symptoms on or after June 8 to contact their healthcare provider. People who do not wash their hands after petting an animal, or bring food or drinks into an area with animals, increase their chance of getting sick, CDC officials said. SAN DIEGO (KGTV) - A driver was killed and several teens were injured Tuesday night in a high-speed solo vehicle crash along State Route 905 in south San Diego.The crash happened on the westbound lanes near the Beyer Boulevard off-ramp about 9:15 p.m., according to the California Highway Patrol.The driver lost control of the dark-colored Chrysler 300, struck the center divide, and was ejected from the car. The victim was declared dead at the scene. It was initially reported that the driver, a 21-year-old male, was a teenager. Firefighters worked to extricate two passengers trapped in the rear passenger seats, according to the San Diego Fire-Rescue Department.The injured victims, three males and two females ranging in age between 15- to 21-years-old, were transported to UCSD and Scripps Mercy for their injuries. Their conditions are unknown at this time.CHP officers are investigating if drugs, alcohol, or distracted driving contributed to the crash.Investigators are asking anyone that witnessed the crash to contact the California Highway Patrol.The Beyer Boulevard on-ramp to the westbound state Route 905 was shut down until at least midnight, according to the CHP. 1191

SAN DIEGO (KGTV) --  A federal judge ordered that the Trump administration reinstate the Deferred Action for Childhood Arrival program, also known as DACA. The DACA program - which protects nearly 800,000 undocumented immigrants brought to the United States as children from being deported. While the decision has been made, it won't be an easy road for the people involved. The restart is delayed until August 23, to allow the government time to appeal Judge John Bates' decision.  For Dreamers like Ali Torabi, Friday's win is just the latest in the political tug of war.RELATED: San Diego Dreamers heading to the Capitol“I was preparing for, in the next four days, the complete opposite," Torabi said. He believed he might be deported. "I was actually working on my med school applications, and I was like, ‘I need to get my things together now.’”Torabi is a DACA student from Iran and a 22-year resident of San Diego.  He said Judge Bates' decision is huge for the undocumented immigrants protected by the program. But being in constant limbo can be emotionally draining. "Having this back and forth, where one day we don’t know if we’ll have any protection and were up to be potentially deported or detained, to telling us, well yea we’ll keep the protections...it’s difficult," he said. "I’m not going to lie to you, it’s emotionally difficult.”It isn't over yet. Judge Bates ruling could conflict with another decision on the program -  expected to be ruled on by a federal judge in Texas by as early as next week.The Texas Attorney General calls the program unconstitutional because it came from an executive order.“It invites future presidents to ignore the law, ignore the will of the people, and set their own policies on the second amendment, privacy rights, drug laws, or any other important issues debated in Congress," said Texas Attorney General Ken Paxton. Torabi said he has hope. SAN DIEGO (KGTV and CNS) - One person was seriously hurt in an explosion during a cannabis oil extraction operation in the South Bay, police say. According to police, the incident happened around 7:30 p.m. Saturday night at a house near the intersection of Lieder Drive and Green Bay Street. One person was severely burned and was rushed to the hospital as a result of the explosion. The person hasn't been identified and it's not immediately clear if any arrests are being made.  503
