The family of an Iowa teen killed in a fiery bus crash in western Iowa has filed a lawsuit against the Riverside Community School District.Court documents show the family of 16-year-old Megan Klindt allege the district knew there was a problem with the bus driver but did not adequately address it.The documents claim Klindt had complained to her school principal that she felt unsafe with Donald Hendricks, 74, driving the bus.Klindt and the 74-year-old driver both died when the bus caught fire in Oakland, Iowa, in December. 545

The Federal Reserve is warning that an escalating trade war would pose a big threat to the economy. But for now, it's sticking with its plan to raise interest rates — whether President Donald Trump likes it or not.In minutes of its most recent meeting, released Wednesday, central bankers warned that a "major escalation" of trade disputes could speed inflation and cause businesses to pull back on investment.Such an escalation could also reduce household spending and disrupt companies' supply chains, participants noted. Some business leaders reported that recent tariff increases have already begun to cause higher prices. Others have reduced or delay investment spending because of uncertainty about future trade policy.Still, some Federal Open Market Committee members noted that most businesses concerned about trade disputes hadn't cut back their spending or hiring, but "might do so if trade tensions were not resolved soon."In the meantime, the central bank is standing by its plan for higher rates as the economy strengthens, according to the minutes. The Fed is expected to raise rates twice more this year, starting in September. The Fed meeting, held July 31 and August 1, was the first after Trump began lashing out at Fed Chairman Jerome Powell for hiking rates. The president told CNBC in July that was "not thrilled" with the Fed's actions. He used similar language on Monday in an interview with Reuters, arguing the central bank should be doing more to help the economy."I should be given some help by the Fed," said the president, who himself appointed Powell to lead the central bank.Presidents have historically avoided commenting on Fed policies. The central bank is designed to be independent from political interference. The Fed's minutes made no mention of Trump's criticism as a factor in its decision-making.Since Trump took office, the Fed has raised rates five times, including twice this year under Powell. The Fed has been carefully and gradually raising rates over the past several years to keep inflation in check and prevent the economy from overheating. After two further rate hikes in 2018, it has penciled in three more rate hikes in 2019.Fed Chairman Jerome Powell told the "Marketplace" radio show in July that he was "deeply committed" to maintaining Fed independence."We do our work in a strictly nonpolitical way, based on detailed analysis, which we put on the record transparently, and we don't take political considerations into account," Powell said in the interview.Powell is expected to speak on Friday at an annual economic symposium in Jackson Hole, Wyoming. 2611

The Centers for Disease Control and Prevention have changed its definition of a “close contact,” which impacts the agency’s recommendation on who should quarantine amid the coronavirus pandemic.Previously, the CDC recommended that those who were within 6 feet for 15 minutes of someone infected with the coronavirus should quarantine for two weeks. Now, the CDC recommends that those who are in contact with someone infected for 15 minutes over a 24-hour period should quarantine. The CDC offers the following recommendations for those who have been in contact with someone recently infected with the coronavirus:Stay away from others, especially people who are at higher risk for getting very sick from COVID-19, such as older adults and people with other medical conditions, if possible. If you have been around someone with COVID-19, stay home and away from others for 14 days (self-quarantine) after your last contact with that person and monitor your health. If you have a fever, cough or other symptoms of COVID-19, stay home and away from others (except to get medical care or testing, if recommended). If you need support or assistance while in self-quarantine, your health department or community organizations may be able to provide assistance. 1258

The Centers for Disease Control and Prevention issued new guidance that recent studies have indicated that cloth masks offer more protection against the coronavirus than previously thought.Previous guidance suggested that masks were best used for preventing the spread of the virus. The CDC now believes that masks are effective for both stopping the spread and reception of the virus. The CDC said on Tuesday that multi-layer cloth masks can both block up to 50 to 70% of fine droplets and particles and limit the forward spread of those that are not captured. Overall, cloth masks offer up to 80% blockage in human experiments. The CDC’s analysis found that cloth masks offer comparable protection as surgical masks.“Studies demonstrate that cloth mask materials can also reduce wearers’ exposure to infectious droplets through filtration, including filtration of fine droplets and particles less than 10 microns,” the CDC’s guidance said. “The relative filtration effectiveness of various masks has varied widely across studies, in large part due to variation in experimental design and particle sizes analyzed. Multiple layers of cloth with higher thread counts have demonstrated superior performance compared to single layers of cloth with lower thread counts, in some cases filtering nearly 50% of fine particles less than 1 micron.”The guidance says that mandatory mask wearing can help prevent the need to implement economic shutdowns.“Adopting universal masking policies can help avert future lockdowns, especially if combined with other non-pharmaceutical interventions such as social distancing, hand hygiene, and adequate ventilation,” the CDC said.In an interview with Andrea Mitchell of MSNBC, Dr. Anthony Fauci said that wearing masks is “two-way street.”"Recent data has now shown that as a matter of fact, there's also the added benefit to protect you from droplets and virus that's coming your way," Fauci said Tuesday on MSNBC."“You protect others," he added. "Their masks protect you. And your mask also protects you."In a separate interview on Tuesday, Fauci said that shut downs can be avoided.“We are not talking about shutting down,” Fauci told CNN’s Jake Tapper. “There is always that misunderstanding when we talk about public health measures. We are not talking about shutting down. We are talking about the four or five things I talk about all the time, wearing mask universally, keeping a distance, avoiding congregate settings indoors over outdoors and washing your hands.”Editor's note: A previous version of this story said "masks were best used for spreading the virus" when it should have said "masks were best used for preventing the spread of the virus." That has since been corrected. 2729

The Federal Aviation Administration (FAA) has cleared the Boeing 737 Max to return to the skies, The Associated Press reports. The plane has been grounded in the U.S. since March 2019 after it was involved in two deadly crashes just months after initial orders for the model had been fulfilled. The two crashes — one which occurred in Africa, the other in Asia — killed a combined 346 people. In Congressional hearings last September, Boeing officials say the plane's software included a fatal flaw that caused a nosedive in certain situations. In addition to the human cost of the software error, the Boeing 737 Max has proven to be malignant for Boeing's business. According to CNN, Boeing says the grounding of the 737 Max has resulted in billion in direct costs. Boeing's stock fell 100 points between March 2019 and January 2020 — a massive loss even before the COVID-19 pandemic dragged the entire market down with historic losses. "These 20 months they took to look at every possible issue with the aircraft is more than enough time to make it safe to go back in the air," said Kevin Kuhlmann, an Aviation and Aerospace Science Professor at Metro State University. "It's no small undertaking to go through and develop this training, put the pilots through the training and absorb the cost of the training."In October, American Airlines announced it would begin using the plane on certain routes in late December, pending FAA approval. The company says it will provide flexibility to passengers who do not want to fly on the plane.Other airlines like Southwest say they won't be putting the plane back in rotation until April. 1641
