SAN DIEGO (KGTV) - The California Restaurant Association has a grim forecast for the restaurant industry as communities across the state begin to see more and more restaurant closures.When the coronavirus pandemic started, the CRA projected that 20 to 30 percent of restaurants could close their doors for good because of the pandemic. That projection is looking to be on the higher end now, according to Jot Condie, the CRA's president and CEO."With this second shutdown, it's likely to be closer to 30 percent," Condie said. "A lot of restaurants that we're learning are closed, are doing it quietly. There are no signs posted, no banners saying we're closed for good."He said while many variables are at play, even when restaurants can reopen completely, many restaurant owners will not be out of the woods yet."After the opening, you'll see a sort of shaking out of the industry in those first 18 months," Condie said.Condie said the restaurants most at risk are fine dining and independently owned.He also said the impact will likely vary in various parts of the state. Condie believes that San Diego County and Southern California's restaurant industry may fare better than the rest of the state because of better weather throughout the year. SAN DIEGO (KGTV) — The California Center for the Arts, Escondido will host drive-in live concerts and a movie series this month.The concerts and movie screenings will be held at the former Nordstrom parking lot at Westfield North County at 8 p.m. Spaces for more than 250 vehicles will be made available and spaced apart to keep listeners distanced.The scheduled shows start on Aug. 14 with a showing of the classic musical Grease and continue on Aug. 15 and 16 with a performance by Jersey Boys stars Christian Hoff and Travis Cloer. SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. SAN DIEGO (KGTV) -- The City of San Diego declared Thursday, August 6, as "Officer Jonathan Wiese Day."Wiese was the San Diego police officer who saved two-year-old twin girls after their father drove off Sunset Cliffs in June. The officer also saved the girls' father from the water.On Thursday, a proclamation was read and presented during a virtual Rancho Bernardo Community Council meeting.Wiese said he didn't rescue the girls for recognition, but said it was nice to see community support.The rescue happened early in the morning on June 13. Wiese, a K-9 officer, rappelled off a cliff using his 100-foot long dog leash to help.Wiese told 10News he is actually scared of heights and was thankful that it was dark the morning of the rescue.He joked that his wife told him he wouldn't have to wash the dishes on his day and that he hoped he'd get a free cup of coffee.Wiese was also the officer that helped take the suspected Poway Synagogue shooter into custody in April 2019. 989

SAN DIEGO (KGTV) - The local ACLU is now firing back at ICE officials after news broke Tuesday of a new measure in place of blocking certain calls from detainees’ being housed at the Otay Mesa Detention Center.“For the government to interfere with the people's ability to make those calls and advocates abilities to receive those calls is deeply troubling,” said ACLU senior staff attorney Mitra Ebadolahi. She’s now sent a letter to both ICE and ICE’s contractor, CoreCivic, demanding answers and writing in part, "…legally, these blockages may violate the constitution."On Tuesday, Alex Mensing with Pueblo Sin Fronteras said his number was blocked along with numbers to another immigrants rights' activist group, Otay Mesa Detention Resistance. Mensing told ABC 10 News, “Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people.”The Otay Mesa Detention Center has come under fire for allegations of poor health conditions and abuses inside as hundreds of people being housed there were testing positive for COVID-19.“Without more information, it does appear that his kind of blockage is either retaliatory or at least viewpoint discriminatory,” added Ebadolahi.The ACLU is demanding that ICE remove the blockage and offer a response by next Tuesday.CoreCivic referred ABC10 News to ICE which sent a statement Wednesday reiterating part of a statement from Tuesday which reported that it temporarily blocked detainee calls to a specific San Diego area phone number after calls resulted in disruptive behavior from detainees.
