(KGTV) — As San Diego County rolls back again into the more-restrictive purple tier, the city of Escondido is coming together to make sure their small businesses survive the newest rollback.In Escondido, Carol Rogers is involved with the Downtown Business Association and the Chamber of Commerce, plus she also owns Stone and Glass, a glass blowing shop. It’s what’s kept us in business. It is the only thing that’s kept us in business,” said Rogers.She said she and the organizations she works with have created different plans to help all small businesses. During the summer, they closed down a lane of traffic along the main street and added cement barricades, creating a space for stores to add tables to the sidewalks. Some types of businesses were able to use the space, but others were not.“What we found is the restaurants did it. I works for the restaurants, but retail is not using the space,” she said, discussing the outdoor sidewalk addition.In the spirit of unity, they decided to not waste the outdoor space, so Rogers created an art walk that happened Saturday, Nov. 14. Artists and creators were able to move into unused street space and host pop-up shops, giving them business that has been missing since their local Second Saturday stopped in March.In addition to the stores moving outside and artists popping up for a Saturday afternoon, the community has also stepped up to add life to the cement barricades that block off the outdoor sidewalk space. Starting in the summer, a few cement blocks were painted by artists, and that has continued. Now, Grand Avenue is lined with multi-colored pieces of art.“There’s been professional artists, there’s been people that just want to paint, there’s children,” said artist Tristan Pittard, who was working on his cement canvas Saturday.Pittard said the art is an additional motivator for people to visit the area and support local businesses.“Art in general affects peoples psyche and public art is important for that because people might not be exposed to art otherwise,” said Pittard.For Rogers, the combination of the art walk with the painted cement shows the unity of the people, and gives her hope that Escondido will survive another rollback. She said she hopes the art walk will become a monthly event.“The more that we can do this, we believe the more people will come. This makes people comfortable. We’re outside. We’re far apart. ESCONDIDO, Calif. (KGTV) — One person is dead and a driver is at large following a hit-and-run collision in Escondido.A vehicle collided with a bicyclist on La Honda Road north of El Norte Parkway at about noon, according to the Escondido Police Department."The rider was wearing a helmet, and we are still investigating the cause as to what happened and how the car and bicyclist crashed," Lt. Scott Walters with the Escondido Police Department said. The cyclist was part of a larger group going southbound on La Honda Drive. Witnesses of the crash saw the 36-year-old victim from Vista fly off his mountain bike and die at the scene. Investigator said the driver of the car never stopped and continued going northbound on La Honda Drive. A short while later, investigators got a break in the case. The mangled car was spotted on the 600-block of Aster Street, just a half-mile away from the crash site. 10News spoke to neighbors watching the commotion, who said they did not recognize the sedan. The victim's identity was not immediately released.Police advised the public to avoid the area for about five hours after the crash. Access to Dixon Lake and Daley Ranch Recreation Areas was closed, but hikers and bikers were able to access Daley Ranch through Cougar Pass in north Escondido, police added. 1312

ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020.
