SAN FRANCISCO (AP) — Schools across the United States are facing shortages and long delays in getting laptops and other equipment needed for online learning. They are this year’s most crucial back-to-school accessories. Part of the reason is high demand and disruptions of supply chains that have jammed production of laptops and Chromebooks made by Dell, HP, Lenovo and other brands. Schools say another critical reason is the Trump administration’s recent sanctions on Chinese companies that have exacerbated massive backlogs. Educators nationwide worry that computer shortfalls will compound inequities. They also warn of headaches for students, families and teachers. 679

SANTEE, Calif. (KGTV) -- A woman who escaped from the Las Colinas Detention and Reentry Facility in Santee in early April pleaded not guilty Monday. 22-year-old Destiny Guns pleaded not guilty to six charges related to the escape. Guns was the first woman ever to escape from the Santee Jail, deputies say. RELATED: Woman who escaped from Las Colinas jail in Santee recapturedThe escape was reported on April 6 after Guns underwent a medical exam. Guns reportedly climbed over several fences and walls during the escape. Her clothes were found in an open field near the jail and police dogs traced her to the back of a shopping center before losing her trail. Guns was first arrested on April 1 for possession of a stolen car. She was recaptured on April 11. Details on where she was spotted are still unclear. 819

SAN MARCOS, Calif. (KGTV) — City officials in San Marcos held a ground-breaking ceremony Wednesday for a 0-million infrastructure project, designed to mitigate flooding.The project will help manage flooding along the San Marcos Creek using two new bridges and channelize parts of the creek. One bridge will be on Brent Avenue and the other will be on Via Vera Cruz. Both bridges will also include bike and pedestrian paths. SANTEE, Calif. (KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. Don't trust a dog owner even if they say they're friendly," said Moreno.Moreno is hoping the owner will step forward and take responsibility."Just so he is aware, and he'll think twice before he takes his dog to a dog park, and another small dog is a victim," said Moreno.Any one with information on the owner, described as a man in his 40s with scruffy facial hair, can email Tips@10news.com. 1688

  

SAN YSIDRO, Calif. (KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069
