SAN DIEGO (KGTV) — A San Diego professor is one of 55 people to make up California’s Electoral College for the 2020 election. Peter Bolland is the Chair of the Philosophy and Humanities Department at Southwestern College. He’s been at the school for 30 years and during that time taught Ammar Campa-Najjar, who is the person who selected him to become an elector.California gets 55 electors because of the 53 congressional districts and two senators. Electors are chosen by the party’s nominee who won the popular vote. Campa-Najjar got the most votes for Congress’ 50th District primary election in 2020, making him the person to choose the elector. Sure let's do it,'" said Bolland.Bolland said he’ll be flying to Sacramento on Dec. 14 to cast his vote. That vote, however, can only be for one person."I don’t even have any choice about who to vote for because California, like 48 states, is a winner-take-all state. So Biden won California, I’ll be casting my vote for Biden regardless of what my political views are," said Bolland.He added that he’s honored to be chosen in such a historic role, but acknowledges the flaws in the Electoral College system."Politically, I’ve had my concerns and questions about the Electoral College. It’s fundamentally anti-democratic," he said.The Electoral College was created by our founding fathers in 1787. They wanted to find a balance between giving too much power to the people with a simple popular vote, without giving all of the power to Congress. The Electoral College was their solution.Bolland points out that it makes some votes useless.“Last night, Joe Biden won by like 60 something percent and Trump lost by 30 something percent. But that’s a lot of people in California who voted for Trump and with the Electoral College they get erased,” he said, adding that there are Biden votes that get erased in right-leaning states as well. 2095

SAN DIEGO (KGTV) -- A suspect fleeing from officers and an innocent Camp Pendleton Marine were killed in an early-morning head-on crash following a chase on Interstate 5 in Carlsbad. The pursuit began just after midnight Tuesday when officers attempted to stop a motorist driving a dark-colored F-150 truck for a speeding and failing to signal a turn on Coast Highway turning onto Monterey Dr. When officers got to the door of the truck, the suspect took off on Carmelo Drive near Harbor Drive in Oceanside. The suspect's wife tells 10News Christian Zurita is the man who led police on the chase. Zurita was reported traveling at speeds of up to 100 mph, and sometimes driving the wrong way on the freeway, police said.About 10 minutes into the chase, the truck entered the northbound lanes in the wrong direction near the Las Flores bridge trying to evade police. NEWS HEADLINES: Preliminary hearing begins for LJCD teacher accused of sex with 17-year-old Oceanside Police Department officers did not pursue the truck because it was going the wrong way on the highway, traveling southbound in the northbound lanes, according to investigators. Instead, officers tracked Zurita with the help of a San Diego County Sheriff's Office helicopter.OPD says at some point, Zurita turned off his lights. Moments later, he slammed his truck head-on into a light-colored Pontiac Grand Prix that was traveling in the northbound lanes.Officers approached the truck, breaking out the windows, and deploying a K9. A male passenger in the F-150 was pulled from the wreckage and rushed to Scripps La Jolla Hospital. Investigators said the victim in the Pontiac, a 19-year-old Camp Pendleton Marine, was pronounced dead at the scene. His identity hasn't been released at this time. SAN DIEGO (KGTV) - After thousands of Art Institute of California - San Diego students were let down by the institute they trusted, some faculty members are left wondering if they'll receive their final paychecks.Student worker Stefon Harris was waiting for a check on Friday that never came. “Just been checking and checking and checking and it never showed up, it never showed up. I only have in my account," said Harris. The for-profit college abruptly shut down on March 8. The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds.“it was shell-shocking, you don’t plan for stuff like that," said Harris. On Monday Harris received a letter from the court-appointed receiver for Dream Center Education Holdings (DCEH), the parent company of the Art Institute. The letter says that given the financial circumstances funds have not been secured and pay is delayed. SAN DIEGO (KGTV) — A school district superintendent and a Native American reservation leader in North County are speaking out against the proposed placement of a sexually violent predator. On Thursday, there were strong reactions from those who are close to North County's Pauma Valley home where sexually violent predator Joshua Cooley could soon be placed. “When people like this are placed by our borders, it's very concerning,” Temet Aguilar, the Chairman of the Pauma Band of Mission Indians, said Thursday. Aguilar is encouraging the hundreds of families on and near the reservation to speak out against the placement of 40-year-old Cooley, whose victims were 12-years-old.“They think this is an area that's rural and there's nobody out here but actually it's more dangerous. Predators can hide out here. We have a tremendous amount of agriculture. We have rural lands,” he added.Valley Center-Pauma Unified School District Superintendent Ron McCowan told ABC10 News they'll write letters if they have to to make sure they're voices on the matter is heard. “We'll write the letters if we have to. We'll show up at the court hearing if we have to," McCowan said. “We'll make every effort we can. We'll work alongside our local officials and make sure that our voice for our community is heard and make sure they understand the risk that they're putting our young children in.”This Tuesday, DA Summer Stephan sent a letter to the Department of State Hospitals, urging the Department to find a different place for Cooley, who's from Northern California, not San Diego. He has no local connections.It's unclear why the Department is seeking his housing in San Diego.Next month, a Humboldt County judge will consider a request from the Department to place him in Pauma.If granted, it would mark the first time that such a predator from outside San Diego would be placed in our county.DA Stephan has called the move reckless and irresponsible. She said that in July, a San Diego judge struck down a request to place 75-year-old sexually violent predator Joseph Bocklett in the same Pauma home.According to an ABC station in Northern California, Cooley’s been denied placement in at least four different areas in and near Humboldt.The Department of State Hospitals will not confirm any information about Cooley, citing privacy concerns. A Humboldt County court official called ABC10 News on Thursday to say the Court would not comment.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23. SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too.
