(AP) — For decades, California and the federal government have had a co-parenting agreement when it comes to the state's diverse population of endangered species and the scarce water that keeps them alive.Now, it appears the sides could be headed for a divorce.State lawmakers sent to the governor early Saturday morning a bill aimed at stopping the Trump administration from weakening oversight of longstanding federal environmental laws in California. The lawmakers want to make it easier for state regulators to issue emergency regulations when that happens."The feds are taking away significant pieces of water protection law, of air protection law, and California has to step into the void," Democratic Assemblyman Mark Stone said.Democratic Gov. Gavin Newsom has 30 days to decide whether to veto the bill, sign it into law or allow it to become law without his signature.The bill survived a furious lobbying effort on the Legislature's final day, withstanding opposition from the state's water contractors and Democratic U.S. Sen. Dianne Feinstein."We can't really have a California system and a federal system," said Jeffrey Kightlinger, general manager of the Metropolitan Water District of Southern California, which delivers water to nearly 19 million people. "We're all in the same country here, so we need to find a way to make this work."California has a history of blunting Republican efforts at the federal level to roll back environmental protections. In 2003, shortly after the George W. Bush administration lowered federal Clean Air Act standards, the Legislature passed a law banning California air quality management districts from revising rules and regulations to match.More recently, after the Trump administration announced plans to roll back auto mileage and emission standards, Newsom used the state's regulatory authority to broker a deal with four major automakers to toughen the standards anyway.State lawmakers tried this last year, but a similar proposal failed to pass the state Assembly. But advocates say several recent announcements by the Trump administration — including plans to weaken application of the federal Endangered Species Act — have strengthened support for the bill.The bill would potentially play out most prominently in the management of the state's water, which mostly comes from snowmelt and rain that rushes through a complex system of aqueducts to provide drinking water for nearly 40 million people and irrigation to the state's billion agricultural industry.The bill would make it easier for state regulators to add animals protected under California's Endangered Species Act — animals that have historically been protected under federal law. It would then apply the state's Endangered Species Act to the Central Valley Project, a federally operated system of aqueducts and reservoirs that control flooding and supply irrigation to farmers.But it's not clear if a state law would apply to a federal project, "which could generate years of litigation and uncertainty over which environmental standards apply," according to a letter by Feinstein and four members of the state's Democratic congressional delegation.Plus, Kightlinger warns the proposal would disrupt complex negotiations among state and federal entities and water agencies over the Water Quality Control Plan. If all sides can sign these voluntary agreements, it would avert costly litigation that would delay environmental protections for fish and other species impacted by the water projects."We're pretty close. We believe we can get to completion by December. If (this bill) passes, half of the water districts pull out and go to litigation instead," Kightlinger said. "That's something that would be terrible for our ecosystem and what we're trying to achieve here."Senate President Pro Tempore Toni Atkins, the bill's author, insisted early Saturday the bill would not impact those voluntary agreements."We really and truly did work in good faith to try to address those concerns," she said. 4049

RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. Meyers-Manor said the other half did not because they were too stressed over what they saw and heard."Dogs were pacing, whining, showing all types of stress behaviors by their owner's distress," said Meyers-Manor. (AP) — California's governor announced Friday that he is pardoning three more immigrants facing the possibility they will be deported, continuing a string of such actions that challenge the Trump administration's crackdown on immigrants who committed crimes.Gov. Gavin Newsom also commuted the life sentences of two youthful offenders who can now seek parole.Newsom's office said the three facing deportation "made bad decisions" while breaking the law as teenagers or young adults, but they served their sentences and transformed their lives. Deporting them now would be "an unjust collateral consequence" harming their families and communities.The three hail from Iran, El Salvador and Cambodia, but all now live in Los Angeles County. He also pardoned a fourth man, Curtis Reynolds, 59, of Sacramento County, who was convicted of six drug felonies between 1998 and 2003.Pardons do not automatically protect someone from deportation because they don't erase the criminal convictions on which deportation orders often are based. But they do emphasize the person's rehabilitation. Superior court judges previously granted two of the three immigrants, plus Reynolds, certificates of rehabilitation and recommended that they receive pardons.Newsom and his predecessor, fellow Democrat Jerry Brown, have granted several such commutations since Trump took office.The three newly pardoned immigrants are:— Arnou Aghamalian, 42, who was convicted 20 years ago of helping his cousin set an unoccupied car on fire. The car belonged to a nightclub manager who had been arguing with his cousin. Aghamalian now owns a solar energy company and has a wife and twin newborns, according to Newsom's office. He legally entered the U.S. as a refugee from Iran with his family when he was 15.— Victor Ayala, 38, who was convicted of felony robbery in 2001 when he shoved a security guard after shoplifting items from an electronic store. He had four prior misdemeanor convictions for theft and a hit and run in which no one was injured. The father of three now runs a carpet cleaning business. He was 2 years old when he and his parents lawfully came to the U.S. from El Salvador.— Thear Sam, 41, who was convicted of robbing a man of his wallet and backpack when he was 18. He was later convicted of being an accessory after he separately gave a man a ride after the man stole a car, led police on a high-speed chase and escaped on foot. He has worked more than 17 years for an aviation company, and his wife and daughter are both U.S. citizens. He was 4 when he lawfully entered the U.S. as a refugee from Cambodia fleeing the Khmer Rouge.Separately, the two men whose life sentences Newsom commuted can now go before the state parole board, which will decide if they can be safely released into the community. They also are both from Los Angeles County:— Esdvin Flores, 44, has served more than 20 years for pointing a gun at a victim while his crime partner pulled a gold chain from her neck. Newsom's office said he has since been mentoring at-risk youth.— Jensen Ramos, 35, has served 17 years for attempted murder after shooting at a fleeing vehicle following a fight at a house party, though no one was injured. (AP) — California and 16 other states have filed a lawsuit against the Trump administration over its plans to scrap gas mileage standards and how much greenhouse gases vehicles can emit, Gov. Jerry Brown and Attorney General Xavier Becerra announced Tuesday.The suit takes aim at a plan by the Environmental Protection Agency to eliminate standards for vehicles manufactured between 2022 and 2025. The standards would have required vehicles to get 36 miles per gallon (58 kilometers per gallon) by 2025, about 10 miles (16 kilometers) over the existing standard.EPA administrator Scott Pruitt says the standards are not appropriate and need revision. They were set in 2012 when California and the Obama administration agreed to single nationwide fuel economy standard.RELATED: President Trump, California clash over key issuesCalifornia officials say the standards are achievable and the EPA's effort to roll them back is not based on any new research. They argue the plan violates the Clean Air Act and didn't follow the agency's own regulations.California has a unique waiver that allows it to set its own tailpipe emissions standards for vehicles, which it has used to combat smog and more recently global warming.
