UNITED NATIONS, Feb. 11 (Xinhua) -- China Friday urged the United Nations and Security Council to give more attention to Africa and called on the international community to provide greater support to the region in order to maintain peace and security. Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. In addition, greater emphasis should be given to peacebuilding so as to prevent relapse into conflicts. "In post-conflict countries and regions, simultaneous progress should be made in the fields of politics, security and development throughout development and reconstruction process, " said Li. "Capacity building should be prioritized in the post-conflict countries to enhance governance, provide basic services, advance development and reconstruction so that the people could enjoy peaceful 'dividend' quickly. BEIJING, April 24 (Xinhua) -- The Chinese government has ordered food companies to keep clear and intact records of all their production and selling operations as part of the efforts to prevent the illegal use of food additives.All food manufacturing and management companies must examine all products in stock for any trace of illegal food additives and keep records of the results in accordance with laws and regulations, according to a circular released Sunday by the food safety committee under the State Council, or China's Cabinet.The circular came days after Vice Premier Li Keqiang warned of the great harm from illegal additives in food, promising "a firm attitude, iron-hand measures and more efforts" in dealing with the problem.Companies that fail to keep genuine and intact records and documents will be ordered to reform, and those providing fake records and certificates will be suspended from operations and punished accordingly, said the circular.According to the circular, it is strictly forbidden to produce and sell non-edible materials that are likely to be used in food production without official certificates, and authorized production companies of these materials must adopt a real-name selling system.These materials, including those banned in animal feed and drinking water, should not be sold to food and feed companies, the circular added.A series of food safety scandals emerged in China recently. In one of the latest cases, steamed buns in Shanghai were reported, last week, to have been dyed, sold past their expiration date, or laced with coloring additives to mislead consumers.

NAIROBI, Jan. 28 (Xinhua) -- Although exact details surrounding the situation are not known at this time, there are indications that the fishing vessel TAI JUAN 227 from China's Taiwan has been released from pirate control, the EU anti piracy mission said on Friday.The vessel, which had a crew of 28 at the time of the attack, was pirated on May 6, 2010 while operating 700 Nm North East of Seychelles.EU Naval Force spokesman Paddy O'Kennedy said in a statement that although direct contact with the crew has not been possible, the vessel's owners apparently received a call from the master stating that they had been released but that they did not know why.According to the EU naval force, the crew were provided with fresh food and water by a U.S. warship after the release. The vessel is currently heading away from Somalia.The naval spokesman also said that there is confusion surrounding the details of the release as, until three days ago, the FV TAI YUAN 227 was suspected as being used as a pirate mothership.The Gulf of Aden, a body of water between Somalia and Yemen, is the main sea route between Europe and Asia.Tankers carrying Middle East oil through the Suez Canal must pass first through the Gulf of Aden. Pirate gangs operating along Somalia's coastline have become increasingly audacious over the past two years, hijacking dozens of merchant ships and their crews to earn ransoms that can top 1 million U.S. dollars per ship.So far the fledgling Somali government has not dared go after the pirate strongholds, since pirate leaders have more power than the beleaguered government.
