(KGTV) — Police say they rescued a kidnapping victim this week, after the man was able to signal for help through a car's cracked window as the suspect tasked with guarding him slept.Sunday night, a 36-year-old man was attacked by two men and thrown into a pick-up truck while walking to his car from a restaurant in the 600 block of Broadway, Chula Vista Police said.Police said the suspects took the victim to a second location near Sequoia St. and Presidio Point Ct. and handed him off to a third suspect waiting in a parked car. While the suspect in the front seat was supposed to be watching the victim in the backseat, he fell asleep instead, police say.Police say that's when the victim was able to signal for help, waving a white cloth out of a slightly cracked open window in the backseat. A passerby spotted the victim flagging for help at about 11:30 a.m. Monday and called police.Police arrived and rescued the man and arrested the sleeping guard.That's when the suspected pick-up originally used to abduct the victim drove past, police said. Police say they arrested one of the two men inside the truck who they believe to have been involved with Sunday's incident.Police are still looking for a third suspect.The motive behind the abduction remains unclear, police said, but it didn't appear the victim knew the kidnappers.The victim was taken to the hospital for treatment of injuries sustained during the ordeal, police added. 1470

CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District is working with teachers to prepare for distance learning if and when classes resume after Spring Break. The district is currently closed because of coronavirus concerns, but district officials tell 10News plans are already in motion to figure out a way to complete the school year. District spokesperson Manny Rubio tells 10News the district is looking at distance learning, which can mean a number of things. Teachers could either teach virtually from home or provide students with learning material. Rubio says a majority of students already do a lot of online work and many of them have take home devices. The plans include addressing concerns that some students might not have devices or internet at their homes. Wednesday night, the district and the teachers union sent out a letter with guidance and information for teachers on how to move forward. All schools were deep cleaned and sanitized. Some schools are allowing teachers to enter their classrooms to get whatever materials they may need. For now, the plan is to have teachers return from Spring Break and allow for 2-3 days of planning before giving any direction to students and their parents. Officials are also keeping a close eye on updates from the state and the department of education. Children should ride in rear-facing car seats until they reach the height or weight limit for the seat, according to updated recommendations from the American Academy of Pediatrics.This changes the academy's previous guidance, which said children should ride in rear-facing seats until at least age 2. The new recommendation eliminates the age-specific milestone to turn a child's car seat around.Car seat manufacturers are making seats that allow children to remain rear-facing until they reach 40 pounds, Dr. Benjamin Hoffman, lead author of the academy's updated guidelines, said in a statement."It's best to keep your child rear-facing as long as possible," Hoffman, chairman of the academy's Council on Injury, Violence and Poison, said in the statement. "This is still the safest way for children to ride."By using the proper car seat, the risk of death or serious injury is lowered by more than 70%, according to the academy. All children younger than 13 years should be in a vehicle's back seat, it said.Parents can find height and weight limits for a car seat in the instruction manual.Once children reach the height or weight limit and shift to a forward-facing seat, they should use safety seats with harnesses for as long as possible, often up to 65 pounds, the pediatricians' group said. (KGTV) - Chula Vista's city council will revisit whether to legalize the sale of recreational marijuana this month.City leaders said earlier this month they would take a look at the draft of the proposal that would allow Chula Vista to permit, license, and fully regulate commercial marijuana. The council will open the matter again during their Feb. 27 meeting.If passed, Chula Vista's ordinance would allow for 12 commercial licenses, including eight storefronts.
