CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters.The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. The rainstorms damaged 10,200 hectares of crops and destroyed 480 residential buildings in the county, Zhou said.The violent weather occurred five days after storms that killed 11 people and left two others missing in Hunan.Heavy rains were forecast to continue to pound Hunan for the next five days and neighboring Guangdong Province for the next two days, provincial meteorological authorities said Thursday.

BEIJING, May 23 (Xinhua) -- Vice Premier Li Keqiang has told the health care authorities Sunday to train more general practitioners for the expansion of basic health care coverage and improvement of grassroots medical services, a press release said Sunday.Li, who is in charge of the national reform of health care system, made the remarks at a State Council, or Cabinet, meeting on expanding the reform on Friday in Beijing.The meeting came one year after China launched its massive health care reform, which seeks to provide adequate and affordable health care services to all. He also hopes to see the defense and military relations between the two countries will further develop, adding that Australia is very optimistic in future Australia-China relations.Guo said although China and Australia are far apart, the two peoples have friendly relations. In recent years, such bilateral relations were maintained in a sound trend in general as there have been frequent diplomatic visits, and economic and trade cooperation continue to expand. Particularly, although both have gone through the financial crisis, the two countries' volume of trade is actually rising, instead of falling.He said continual development of Sino-Australian friendly relations and cooperation help increasing mutual understanding and trust, expand consensus and cooperation, which not only accords to the interests of the two peoples but also benefits to safeguard the peace and stability in the Asia-Pacific region.He said China places great importance in developing relations with the Australian military and is willing to make joint efforts with Australia to carry out multi-level, broad areas of pragmatic communication and cooperation that will enhance the military relations to a higher level.Guo arrived on Tuesday in Australia for an official visit. WASHINGTON, April 13 (Xinhua) -- Chinese President Hu Jintao on Tuesday called for concerted action by all countries to enhance nuclear security while stressing the need to properly address the challenge."The potential threat of nuclear terrorism cannot be neglected and the risk of nuclear material diversion and illicit trafficking is on the rise," Hu said in a speech delivered at the Nuclear Security Summit here.In the speech, Hu put forward five proposals on ways to strengthen nuclear security.First, the Chinese president said, all countries need to honor their commitments and responsibilities by adopting effective measures to secure nuclear materials and facilities.Chinese President Hu Jintao attends the first plenary session of the Nuclear Security Summit at the Washington Convention Center in Washington, April 13, 2010.Second, Hu said, they should consolidate the existing international legal framework on nuclear security, which consists of the Convention on the Physical Protection of Nuclear Material and International Convention for the Suppression of Acts of Nuclear Terrorism.Hu's third proposal is to strengthen international cooperation by sharing experience, exchanging information and cooperating on law enforcement.Fourth, he said, there is a need to help developing countries enhance their nuclear security capacity. Therefore he called for the International Atomic Energy Agency (IAEA) and the developed countries to offer greater assistance to developing countries in that respect.Finally, the president said that all countries should properly handle the relationship between nuclear security and the peaceful use of nuclear energy.
