CHERRY VALLEY, Calif. (KGTV) -- The Apple Fire in Riverside County has almost doubled in the last day. As of 5:00 p.m. Sunday, it has grown to 20,516 acres, with 0% containment. Mandatory evacuations are in place for more than 7,000 people. Authorities believe this may have been caused by arson.This weekend, multiple San Diego fire agencies are helping fight the Apple Fire. Experts say our local agencies are equipped to support the fight in Riverside and any incidents at home.The conditions are almost too perfect for the raging Apple Fire."Fuel, weather, and topography - All three of those things come together in that part of the state," CAL FIRE San Diego Fire Captain, Issac Sanchez said.The Apple Fire is burning just north of the city of Beaumont in Riverside County. Sanchez says the flames are relentless, and crews on the ground need all the help they can get."Any agency, regardless of their size, cannot handle anything of this nature, in size and complexity," Sanchez said.Overnight, the fire erupted into the San Bernadino National Forest, which officially made it a federal incident. But multiple local crews from San Diego County are now at ground zero to help."It's not just a CAL FIRE show. It's not just a US Forest Service show," Sanchez said. "Everybody is on deck. Everybody is contributing. Everybody is engaged right now."Some of the local crews assisting in Riverside County include San Diego Fire-Rescue, Poway Fire Department, Coronado Fire Department, and the North County Fire District.Early Sunday afternoon, maintenance crews were doing final checks for CAL FIRE San Diego's air fleet, stationed at the Ramona Airport. These are valuable assets on stand-by to help attack the flames from above.ABC 10News learned that just before 3 pm Sunday, one of CAL FIRE San Diego's small tactical planes out of Ramona were dispatched for emergency assistance. It is now guiding large air tankers above the Apple Fire.But with so many local resources being taken out of the mix, many wonder if we are prepared if something like the Apple Fire erupts now in San Diego county."We never will give more than what we can afford to give," Sanchez answered.Sanchez says allocating resources is carefully calculated. Even if local crews are being good neighbors to assist others, crews here are still ready."We can still maintain an aggressive initial attack, and that is absolutely what we will do locally should any fire break out," Sanchez said.CAL FIRE reminds us that it is vital to be fire ready, especially during these dry, hot summers. 2568

CARACAS, Venezuela — Six American oil executives held for three years in Venezuela have been found guilty of corruption charges and immediately sentenced to prison.The judge’s ruling Thursday came with sentences of more than eight years for each defendant.The verdicts dashed the hopes of relatives for a quick release that would send the men home to the United States.The so-called Citgo 6 had been lured to Venezuela three years ago for a business meeting and arrested. They are employees of the Houston-based Citgo refining company, which is owned by Venezuela’s state oil company, PDVSA.Attorneys and relatives of the executives say the men were wrongly convicted.“We, the family, are heartbroken to be separated even further from our loved ones,” Alirio Rafael Zambrano, whose two brothers were among the defendants, told The Associated Press. “We pray that the leaders of our nation step forward and continue to fight unceasingly for their freedom and human rights.”An attorney who represented three of the defendants called the judge's decision "void of any evidence." 1083

  

California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

  

Cheaper, quicker, and easier. One COVID-19 testing rolling out in the fall looks to achieve all three and maybe even one day mail the tests straight to your home.“Involves just a nasal swab so not a nasopharyngeal swab, just around the rim of the inside of the nose rather than tickling the brain,” said Dr. Joseph Petrosino.The test costs and lets you know if you’ve got the coronavirus within 15 minutes.So far it’s reporting an accuracy rate in clinical labs of 97%.Dr. Petrosino, a molecular virologist with Baylor College of Medicine, took an independent look at the Binax Now ABBOT Rapid test rolling out in October.He says they’re reliable, easy to use, and less vulnerable to supply chain interruptions.“The test is just made out of cardboard and paper, it doesn’t rely on a lot of supply chain plastics or other needs that could potentially hold things up,” said Dr. Petrosino.However, antigen tests like these have been found to produce more false negatives than lab-based tests.Dr. Petrosino says the key is the affordability that would allow large numbers of people at schools and businesses to get tested more frequently, isolating potential outbreaks.“What’ll happen is you’ll have a band that appears if you’re positive as well as a band that relates to whether or not the test worked itself,” said Dr. Petrosino.There’s also a free app that works in conjunction with the test.It allows people to display their results in places where negative tests may eventually be needed for entry, such as schools, workplaces, or large events.Last week, President Donald Trump said the federal government will buy 150 million of the tests to distribute across the country.Fifty million are expected to be available to purchase in October, but folks interested will need to get them at a medical clinic, at least for now.“Currently, you can’t get this test directly, but in the future, you may be able to,” said Dr. Petrosino.This story was first published by Cameron Polom at KNXV in Phoenix, Arizona. 2015
