BEIJING, July 12 (Xinhua) -- The State Council's policies to rein in rapidly soaring housing prices in cities will continue and local governments should implement them "unswervingly", according to a statement released Monday from the Ministry of Housing and Urban-Rural Development, while also denying some media reports on a possible policy withdrawal."We will urge local governments to make sure that they strictly implement the differentiated housing loans policy to crack down on housing speculations," the ministry said in a brief statement posted on its website.The ministry added it would adopt "positive" measures to increase the supply of commercial homes in the market, speed up construction of housing for low-income residents and renovation of shantytowns, and strengthen supervision of the real estate market conditions.The statement came shortly after the National Bureau of Statistics (NBS) released its latest figures on housing prices in Chinese cities.Housing prices in major Chinese cities rose 11.4 percent year on year in June, one percentage point lower than the increase in May, according to NBS statistics.This was the second consecutive month that China's property prices grew at a slower pace. Property prices in the 70 large- and medium-sized cities grew 12.4 percent year on year in May, 0.4 percentage point lower than in April.The State Council, China's Cabinet, introduced a series of tightening measures in April to rein in soaring house prices and curb speculation, including tightened scrutiny of developers' financing, suspension of loans for third-home purchases and higher down-payment requirements for second-home purchases.Housing prices almost doubled in some popular Chinese cities such as Beijing and Shanghai in 2009, prompting the Chinese government to take measures to curb these excessive hikes.

The construction machinery sector reported 54 percent growth during the first half of this year, according to the federation.The strong growth of the industry is based on preliminary statements by several listed machinery companies submitted to the stock exchange.Shanghai-listed Zoomlion Heavy Industry Science and Technology Development Co, which is also planning to launch a listing in Hong Kong, predicted its profit would grow by 50 percent to 100 percent over the first half this year.Sany Heavy Industry Co is also expected to record 85 percent growth this year, according to Ping An Securities. The maker has already reported a growth rate of 170 percent in profit during the first quarter of this year.However, not all machinery industry sectors are reporting the same momentum as domestic demand has decreased this year. New orders in power generation equipment, transmission and substation equipment as well as heavy machinery, have rolled back this year."It is unlikely to see significant growth in the output of power equipment this year and it will probably stand around 117 million kW since the base figure is already huge," according to Cai Weici, vice-president of the federation, adding that China's output of power equipment already makes up half of the world's total."There is also less demand for heavy machinery used in steel production because the industry is eliminating outdated productivity, thus reducing market demand," Cai said.Fixed-assets investment in the machinery industry which has maintained a growth rate of over 40 percent since 2004 slowed down by 27 percent to 79.8 billion yuan, signaling less reserved strength for further growth.In term of exports, the machinery industry will be exposed to several uncertain factors including a more flexible yuan exchange rate as well as rising labor and raw material costs.The federation forecasts the industry's growth rate will be 20 percent in 2010.

BEIJING, Aug. 8 (Xinhua) -- A total of 600 soldiers with the Lanzhou Military Area Command have arrived at mudslides-devastated Zhouqu county in northwest China's Gansu Province, and started relief work.Three other detachments consisting of more than 1,700 soldiers with the command as well as a 180-member medical team are on their way to the affected areas.Six helicopters, including four from the Lanzhou command and two from the Xinjiang Military Area Command, have also departed for the affected areas.China's armed police have also sent 2,100 members to help with the relief work, with 740 of them having arrived at the scene.

BEIJING, July 12 (Xinhua) -- Chinese Vice Premier Hui Liangyu Monday urged concrete measures be taken to protect the ecological environment while building to improve living conditions as part of the country's campaign to develop its vast western regions.Hui made his remarks at the opening ceremony of the achievements exhibition displaying the western regions' environmental protection and construction accomplishments during the "West Development" campaign.The Chinese government launched the "West Development" campaign ten years ago as part of a program to narrow the gap between the country's coastal eastern region and the underdeveloped west.Statistics indicate that forest coverage has increased in the west from 10.32 percent to 17.05 percent over the past decade thanks to west regions' efforts in natural forests preservation, forestry restoration and reducing the impact of desertification.Hui called on local governments in the western regions to more effectively implement the central government's policies and decisions at the recent work meeting on West Development held on July 5 and 6.The western regions should also do its share to maintain the country's ecological security, Hui said.
