SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308
SAN DIEGO (KGTV) -- A preliminary hearing started Wednesday morning for the San Diego County deputy accused of sexual misconduct.Richard Fischer was in court Wednesday after seven women have accused him of sexual misconduct since November of 2016.Earlier in May, a settlement was reached in two cases against Fischer. SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. Luna tells 10News he feels violated and unsafe in his own home. 973
SAN DIEGO (KGTV) - A man accused of sexually assaulting women at knife-point across San Diego will face trial.On Tuesday, Judge Maureen F. Hallahan bound over eight felony counts against 19-year-old Seth Roberts.Three of his alleged victims gave testimony on Tuesday, describing their encounters with him.The first was an 18-year-old woman who said she had dated Roberts for about two months last year. They had been living in Oklahoma but both decided to hitchhike to California in October. RELATED: Former pro skateboarder convicted of rape and murder granted paroleThe woman, whose name was not released, said they stayed in Los Angeles for a week before coming down to San Diego where they were staying in a tent at a campground.She told the judge Roberts forcibly raped her one morning, holding her hands above her head.“I was telling him it was wrong, saying it was rape,” she said.After, she said Roberts left to go to work and she called a Lyft car which drove her all the way to Arizona where she called police and reported the alleged rape.The second victim said she met Roberts while walking near the beach in Pacific Beach in November of 2018.“He seemed like a very nice person,” she said through an interpreter.RELATED: Police searching for additional victims in sex assault caseThe woman said she is from Brazil but had been living in Washington, DC working as an au pair for a family.She traveled with them to San Diego for vacation and bumped into Roberts on her day off.She said he began making small talk and told her his roommate had a Brazilian girlfriend. He convinced her to walk with him towards his apartment to meet her.But she said before they made it there, he directed her to an area on the side of a home and pulled out a knife.She told the court that Roberts put his hand down her pants and inserted his finger into her anus while holding a knife to her throat.“I thought of my family. I thought of my dreams, how much I wanted to come here,” she said. “I could have never imagined this would happen to me.”A third woman also testified, saying Roberts raped her in her home at knife-point after she refused his advances.Roberts is being held on ,000,000 bail. SAN DIEGO (KGTV) - A recently transformed motel in the Egger Highlands community is now housing homeless families during the pandemic.The city started plans to transform a former Super 8 motel into transitional housing to help people in a drug and alcohol diversion program, called S.M.A.R.T.However, the city officials say the pandemic created a more significant need to house homeless families. The Convention Center was turned into a temporary shelter during the pandemic, housing individuals from the city's bridge shelters. However, the environment was not appropriate for families, said Ashley Bailey, press secretary for Mayor Kevin Faulconer."The transitional housing facility here on Palm Avenue was finishing construction in May, so we identified it as a potential area to expand and offer more space for families," Bailey said. "Having this facility gives families and children a place to come in, be safe, be sanitary, and get connected to services so they can get on to a better life."Erikssa Martinez recently moved into the facility with her husband and three kids."It's set up like a big hotel room, its really nice, my kids are happy to be here," she said.Martinez says the Alpha Project helped get into the facility. They had been homeless since December and had been staying with relatives, or in motels. She says she and her husband have slept in their cars on some nights, after dropping off their kids with family members."We've been looking forward to is having some kind of stability, where we're not stuck in our car for hours waiting where we're going to have to a place to stay at," Martinez said.They also have access to more services, and Martinez hopes that her will be able to get into permanent housing soon.The city plans to still use the transformed motel as transitional housing for S.M.A.R.T. when the property is no longer needed to shelter homeless families during the pandemic. 1924
