OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

OCEANSIDE, Calif. (KGTV) - The San Diego Humane Society is asking for the public's help in solving an animal cruelty investigation. Around 5:30 p.m. on April 29 Humane Officers received a call about a loose goat running in and out of traffic at the busy Oceanside intersection of College Boulevard and Marvin Street.Oceanside resident Scott Palmer made the call when he noticed the goat on his commute home. “I literally told him to sit and stay, don’t know what I was thinking but I tried to distract him, and then he followed me to my car," said Palmer.Palmer described him as being as friendly as a dog.A Humane Law Officer picked up the goat and then received surveillance video of the incident. The footage shows two people abandoning the goat and driving away in a 4-door, white pickup truck.“It’s ok for you to come to us, please don’t abandon your animals when you can bring them to San Diego Humane Society and we'll take care of it for you," said Dariel Walker, with the Humane Society. She says if you cannot afford the fee, the Humane Society can still help. On Election Night, voters from around the country will sit on the couches, grab their iPads and start paying attention to the results. While we have already profiled why results will likely take awhile this year, perhaps no state is better situated to have delayed results than Pennsylvania. WHY PA RESULTS MAY TAKE WEEKSJoe Corrigan, a political consultant in Philadelphia, says with a record number of voters voting by mail, combined with state rules regarding when ballots can be counted, results will take time. "We are seeing about 10 to 15 thousand mail-in ballots requested a day (in Pennsylvania)," Corrigan said. These ballot requests are overwhelming elections offices across the state."Pennsylvania law prohibits county boards of elections from counting any absentee ballots or mail-in ballots until 8 p.m. on Election Day when polls close," Corrigan added. The Pennsylvania Supreme Court ruled Thursday that ballots can arrive until 5 p.m. ET on the Friday after the election and still count. The ballots do have to be postmarked on or before Election Day to be counted.That doesn't even begin to take into account the state is using relatively new in-person voting machines.
