SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria says the city's convention center shelter for the homeless will be funded through at least the first month of 2021.Gloria said in a release that he's directing staff to provide funding using money previously slated for shelter operations in November and December that wasn't spent due to cost-saving measures and other factors, as well as a state grant specifically for funding homelessness-related services."I am committed to protecting our homeless neighbors from COVID-19 while keeping a focus on connecting them to long-term housing," Gloria said. "A temporary extension for this shelter will allow us to serve the greatest number of people in need with daily health screenings and other COVID protections."RELATED: New questions over cost of convention center shelterCOVID-19 cases surge at Convention Center shelterGloria added that he's proposing the city authorize more funding through March 2021, with plans to continue helping those at the shelter transition into permanent housing or into another shelter by that time.Those financial plans could be discussed by the City Council in January.The city's downtown convention center shelter began in April to shelter hundreds of people experiencing homelessness as the coronavirus pandemic began. Since then, the city says its Operation Shelter to Home program has helped more than 870 people and 45 families find a permanent or longer-term housing solution, with more than 200 others in the process of finding housing.RELATED: San Diego officials say Convention Center homeless shelter helped over 1,100 find housingPart of the program's goal was also to move people experiencing homelessness into one location where they could adequately space out and centralize staff from various city shelters during the pandemic.This month, the shelter has seen an increase in positive COVID-19 tests as virus cases surge across the county and state. Since April, more than 11,200 coronavirus tests have been given at the shelter to residents and staff. The shelter has seen a total of 190 positive tests, including 170 residents and 20 volunteers or staff members, according to the city.Those residents who test positive are immediately moved from the shelter to an off-site hotel managed by the county for public health use. 2326

It also has a staggering number of veterans who don’t have a place to liveAnd, even more alarming is the number every year who take their own lives.As ABC 10News Anchor, Kimberly Hunt explains…a non-profit in San Diego lead by, and staffed by, veterans is looking to change that.There are an estimated 1,100 homeless vets on the streets of San Diego. Statistically they commit suicide at a rate of 1.5 times higher than the general population.Kyle Drake is president of Cammies and Canines Sanctuary… a veteran owned, faith bases non-profit helping veterans by providing, among other things transitional housing, structure, and therapy.On this sprawling ranch in Dulzura, they’re given an opportunity.But Cammies and Canines Sanctuary under the importance of companionship. It pairs each veteran with a rescue dog which has been schooled by their master trainers as a service animal.Kyle’s construction company builds tiny homes on the property for each vet to have a sense of place. Tony’s pest control company, Mosquito Joes trains interested veterans to work in the pest control industry, and everyone is given a sense of responsibility and respect. SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

SAN DIEGO (KGTV) -- Residents in San Ysidro and Tijuana are fearful of what will come next after hundreds of migrants rushed the border Sunday in a show of force.Commuters told 10News they fear that they won’t be able to get across a bridge in San Ysidro to work or cross over to see family.In Mexico, residents say they’re fed up with the flood of migrants. “Deport them back to where they are, let them over here. They need to get out of Tijuana because it's just crazy for us,” said Candace Sanchez, a Tijuana resident.On the US side, those with family south of the border are concerned with what the future holds. “It worries me that the border might get closed. I mean it's like uh what's going on? We've never really seen this before,” said Victor Juarez.Employees who depend on their jobs in the US are also frightened. “Kinda scary because you know, I mean, every day we just know that we have to do what we have to do every day just to survive,” said Dana Aviles.Many people missed a day of work due to Sunday’s border closure, taking a toll with the holiday gift-giving season approaching. “I just hope they get out of here in Tijuana and let our lives be normal again, you know,” added Sanchez. 1213

SAN DIEGO (KGTV) -- San Diego home values continue to grow as the market shows signs of slowing, according to a report by Zillow. The company says the median home value in San Diego currently sits at 1,500, rising just over one percent year-over-year. According to Zillow, at this time last year, home values were growing by about 6.1 percent. San Diego’s housing inventory also increased over the last year, jumping six percent. According to the site, there are 531 more homes on the market than last July. In the rest of the U.S., the median home is worth 9,000, up 5.2 percent from a year ago. By this time last year, home values in the U.S. rose at 7.7 percent. Despite the slowing trend, Zillow says home values are still growing in 48 of the top 50 markets. Zillow says San Jose and San Francisco are the exceptions, indicating stabilizing values following a period of extreme growth. 906
