SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) -- Rancho San Diego Elementary School Wednesday experienced a water outage as a result of vandalism and theft to pipework. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) - Reverend Sandra Dority knows the dangers of heart disease, the top killer in San Diego County."My sister just passed from a heart attack in December, and my mom had congestive heart failure," she told 10News this week.That's why the 74-year old makes sure to eat right, exercise and, above all, know her numbers."My blood pressure is 116 over 74, and that was after a five mile walk on Saturday," she says.Dority tells everyone she can to know their numbers. It's a message she says is especially important in the black community, where the prevalence of heart attacks, stroke and high blood pressure are higher than normal."We have to change our lifestyle," she says. "There is a better way to live, because the numbers aren't changing unless we change."Dority was one of the first people to join LiveWell San Diego in their Love Your Heart campaign, which offers free blood pressure screenings at hundreds of locations across the county. She brought information to her church, Mount Moriah Christian Church in Mira Mesa.Now, she volunteers at blood pressure screening events, helps run educational sessions, and makes sure pastors talk about heart health from the pulpit every Sunday."God is love and he wants us to reach out and let others know there's a better way to live.
