CHULA VISTA (KGTV) - A DUI/Driver's License checkpoint at one of Chula Vista's busiest intersections led to three arrests, police said.The Chula Vista Police Department said officers screened 751 vehicles at the checkpoint which was was conducted between 7 p.m. Friday and 1 a.m. Saturday in the 600 block of Palomar Street.Police said the three drivers were arrested for driving under the influence of alcohol. In addition to the three arrests, police impounded nine vehicles and issued 21 citations for people driving without licenses or on suspended licenses. No other details were released.A total of 51 citations were issued for "various vehicle code violations," according to police."DUI/Drivers License checkpoints have been shown to lower DUI deaths and injuries. A major component of these checkpoints are the deterrent effects it has on those who might drive drunk or drugged impaired, bringing about more awareness and encouraging everyone to use sober designated drivers," the Chula Vista Police Department said in a release.More than 1,300 cars traveled through the checkpoint, police said.The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration."The Chula Vista PD will be conducting additional DUI/Drivers License Checkpoints through out the remainder of the year in our ongoing commitment to lowering deaths and injuries upon our streets and highways," police said. 1505

(KGTV) - A vandal that struck overnight in a Chula Vista neighborhood was apparently targeting high-end vehicles.The Jovel family first noticed something was wrong Sunday morning in front of their home along Via Escalante."Upsetting and bizarre," said Jesse Jovel.His sister saw a flat tire on his Mercedes SUV parked in the driveway and ran inside to tell him about it. Jovel came outside, saw the flat, but then found much more: scratches across the body and tires of the Mercedes."I thought it was not happening, that it was a joke," said Jovel.They ran to the street, where his sister's Mercedes was parked. "Her car was the same way, and the car behind it and the car behind it," said Jovel.One of those cars was Jovel's other vehicle, a Maserati Ghibli. It was also keyed all over. Two of its tires were sliced and flattened."Sad. Very sad that people are willing to do this just for the heck of it," said Jovel.Jovel says a total of at least six other vehicles were targeted. He barely looked at the others but remembers them being new and high-end vehicles. CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. CHULA VISTA, Calif. (KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit.
