NATIONAL CITY, Calif. (KGTV) - The city of National City set a record in the 2019 Fiscal Year for the amount of grant money they received to pay for road upgrade projects.According to information provided to 10News, National City got around million for what they call "Active Transportation" projects."If we don't get these grants, we're basically just doing roadway maintenance for the next year," says City Engineer Steve Manganiello.The grants will pay for a long list of projects focused on improving bike lanes and pedestrian walkways throughout National City. This comes as cities all across San Diego work to reduce greenhouse gas emissions by emphasizing alternative forms of transporation over driving."We need to give people that don't have acces to vehicles a safe network to bike, to walk and to use transit," says Manganiello. "I think we're well on our way."The city won 14 competitive grants in fiscal year 2018-19, which ends July 1. City Manager Brad Raulston says a unique combination of cooperation, need and preparation made it happen."We're the right size in terms of being small enough that we collaborate well," says Raulston. "We all work closely together. (KGTV) - The F-35C landed in Miramar Tuesday, the first of it's kind for the Department of Defense, according to officials at Marine Corps Air Station Miramar.UPDATE: Officials later clarified the F-35C arriving at Miramar was the first for the Marine Corps.There are three versions of the F-35 Lightning II. The F-35C is the "carrier version", the largest of it's kind and able to land on an aircraft carrier's runway.The fighter jet is the most advanced in the military, "everything you look at is displayed in the helmet, I mean it's like in the movies," Squadron Commander Lt. Col. Cedar Hinton, USMC said.Hinton is the newest commander of the Black Knight Squadron at MCAS Miramar, who will inherit the incoming F-35Cs."This is an exciting time in the Black Knight history. This squadron was stood up in WWII like a lot of squadrons, this particular squadron's able to break a lot of milestones." He mentioned milestones that started in the 1950's with the F-9F Panther. That was the "Navy’s first successful carrier-based jet fighter" and landed with the Black Knights at Miramar. Then in the 1960's the squadron was the first in the Marine Corps to fly the F-4B Phantom.In the 1980's they were the first to fly the F/A-18.The F-35 got it's first test in combat in 2018, deploying to Afghanistan, and then in Iraq a year later."They've had some pretty good success with it, I mean it does what we paid for it to do," Lt. Col. Hinton said.It's record isn't pristine. The jet faced scrutiny when it suffered mechanical failures during development. In 2018, an F-35 crashed in South Carolina."I mean single engine airplane, but this engine is by far probably the most advance engine ever built... That engine is more reliable than two engines on an F-18 I'd say," Lt. Col. Hinton said.Miramar has been waiting for this moment since they retired the F/A-18 Hornet last June.Miramar will get another F-35C next week, and a third in March. The plan states the air station will get 75 jets over the next 10 years."We've got to start working the systems, we have to start integrating it with our software," Hinton said there's a lot of work to do to get the squadron up and running. More than half a million businesses received the federal funds the Paycheck Protection Program (PPP). The program was created in March to help small business and their employees survive the financial impact of the pandemic. The program lent businesses money at a low-interest rate, with the potential for the loans to be forgiven or turned into a grant if the company retained and paid their workers for a given time.Watchdog groups, like U.S. PIRG, were among many groups and elected leaders that called for transparency with PPP. After initially resisting, in May, the U.S. Department of Treasury and the Small Business Administration announced they would release the names of all businesses that received a PPP loan in the amount of 0,000 or more.Earlier this month, that list was released. What has come to light is that millionaire, billionaires, and even some celebrities received the federal aid intended to help struggling small businesses. For example, rapper and fashion designer Kanye West, with an estimated net worth of .3 billion, received a PPP loan for his company Yeezy.“From the very outset, the public, watchdogs, and elected officials had a very good reason to want data to see where this money was going,” said R.J. Cross with U.S. PIRG. “As we just learned, we had good reason to be questioning is this program going to do what it was intended to do?”Cross is calling for the federal government to take steps to find out how much money went to small businesses and how much went to larger companies that may have had access to other sources of cash to get them through the financial hardship.“A big improvement on the program would be true audits on all of the loan amounts,” said Cross. “That, say, if we find that you could’ve probably gotten money somewhere else we are going to take those taxpayers dollars back.”Currently, only loans over million will be audited, but most of the loans taken out, including some by millionaires and billionaires, were just below that threshold.“We don’t have any proof to say that they picked that amount strategically, but it certainly raises questions,” Cross added.Watchdog groups say the only way to answer those questions for the American people is continued transparency and expanded audits.“Fraud and corruption are a real concern anytime the government is spending and giving money to companies, and especially, the pace in which it is happening right now,” Cross said. “There is reason to keep a very close eye on what is happening next. The biggest bailout in U.S. history deserves the most transparency in U.S. history.”The SBA and treasury department have not given an indication that they will expand audits. NASHVILLE, Tenn. (AP) -- Comedian D.L. Hughley announced he's tested positive for COVID-19, following his collapse onstage during a performance in Nashville, Tennessee.In a video posted to Twitter on Saturday, Hughley said he was tested while being treated for exhaustion and dehydration after passing out at Zanies on Friday.He said the COVID-19 diagnosis was surprising because he was otherwise asymptomatic. He plans to quarantine in his Nashville hotel room for 14 days.The rest of the 57-year-old's shows at the Zanies club were canceled.In addition to stand-up comedy, Hughley is an actor, author and television and radio host. 641
