That forces some of them to walk up 10 flights of stairs after a day's work - instead of waiting longer for the elevators that are working.But a notice posted on the city's website paints a much darker picture. It says the city has responded to more than 200 calls for service for the elevators in the last year, and that breakdowns have increased 20 percent in the last six months. "The elevators have now become unsafe," the notice says. "There is the increased possibility of persons being trapped in a broken-down elevator, needing immediate medical attention and not being able to get it."Additionally, the permit posted in one elevator is two years expired."I'm going to zip up there and hopefully everything wil work out fine," said Andy Jones, of Scripps Ranch, who parked on the 10th floor in a visit to City Hall. "That's a lot of stairs to climb."City spokeswoman Nicole Darling said the elevators are safe and routinely inspected. She said the notice is actually an environmental document, and was strongly worded to speed up approval for repairs.The city plans to replace the controls for all four of the building's elevators, for .8 to .2 million, but doesn't have a start date. A spokeswoman for Department of Industrial Relations says the elevator permits actually expired in September, but the city was late on requesting its permit renewal. But school board vice president Richard Barrera said that is only the first step.The San Diego Unified School District serves its 105,000 students on a .3 billion annual budget. But with challenges mounted by the pandemic, Barrera said they would need at least 0 million more to reopen schools safely. "We'll need more staff, more nursing support, more counseling support, more custodial support to clean the classrooms regularly, and physical protective equipment for the staff," Barrera said. Barrera added, with less federal funding, the longer students will have to continue distance learning. But Marten said other factors also contribute to a full reopening come fall. "Starting school back up again, it's not going to be a flipping of a switch. It's a dimmer switch because there are different models. There's a money side to it, there's a health guideline side to it, and their personal preference side to it," Marten explained. Some students with compromised immune systems will continue to require robust distance learning. But the district's goal is to return to a mostly in-person teaching curriculum. "The whole country knows that we need our schools open," Marten said. "It gets the economy up and running again. It allows parents to go back to work. But more importantly, it gets kids the education they need so that there is not that additional learning loss that students have already endured because of this pandemic."State legislators have until June 15, 2020, to finalize the budget proposal. SAN DIEGO (CNS) - A fire that erupted in the attic of a Rancho Penasquitos home early Monday displaced seven residents, but nobody was hurt.The blaze was reported shortly after 12:45 a.m. at the two-story house in the 8400 block of Corte Fragata, off Carmel Mountain Road north of state Route 56, according to the San Diego Fire-Rescue Department.One person in the home told dispatchers the residents smelled smoke and saw smoke coming from the attic, SDFRD spokeswoman Monica Munoz said. Crews knocked down the fire within 25 minutes and kept the flames contained to the attic area, but the house sustained smoke damage, she said.The American Red Cross was called in to help the displaced residents -- four adults and three children -- arrange for temporary lodging.The cause of the fire was under investigation. 821
