SAN DIEGO (KGTV) – A new interactive map produced by San Diego County officials shows the cities and communities hardest hit by the coronavirus.The county launched its COVID-19 case rate map on Thursday, and it uses a color tier system similar to the state’s “Blueprint for a Safer Economy” reopening plan.Users can look at case rates per 100,000 residents in specific areas or search by ZIP code.County Public Health Officer Dr. Wilma Wooten said, “Cities had previously requested the map to determine how they are faring during the pandemic. The map gives cities a clearer picture of how COVID-19 is impacting their residents and will help them determine whether to take more aggressive actions to enforce the public health guidance to slow the spread of the virus.”San Diego County tallied a record 661 coronavirus cases on Nov. 10. Purple tier-related restrictions take effect midnight on Saturday, Nov. 14.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207

SAN DIEGO (KGTV) -- A previously-deported sex offender who tried to enter the U.S. illegally was arrested Sunday by Border Patrol agents.On July 5 around 1:30 a.m., agents patrolling the U.S./Mexico border near Tecate saw three people enter the U.S. illegally, the agency said.All three men were arrested and, after fingerprinting all three, a records check revealed that one of the men, a 33-year-old Mexican national, had been convicted for sex crimes against a child.According to the agency, the man had been convicted in 2006 of lewd acts upon a child and sentenced to 10 years in prison. He was removed from the U.S. in 2014.The man is currently being held in federal custody pending charges for felony illegal re-entry after deportation, Border Patrol says. 771

SAN DIEGO (KGTV) — A local non-profit is taking a page from online dating to help San Diegans match with a new career. It's more sophisticated than swiping left or right, and it can help anyone looking for a job or career change.It's called My Next Move. The San Diego Workforce Partnership released it after a yearlong effort. The highlight is a 60-question questionnaire that gauges a job seeker's interests. For each task, a job seeker will choose an option from "strongly disagree" to "strongly agree." Examples include investigating the start of a fire, repairing and replacing locks, or examining blood under a microscope.At the end, the system will provide a list of sectors that the best fit the job seeker, including local retraining programs, salary information, top hiring employers, and open jobs. "Think of it like Match.com for careers," said Sarah Burns, the partnership's director of research application. "Once you get a career match, it says okay, well if you want to take the next step in this relationship, then here's what you do."Burns said the system will give each test-taker a percentage matching their interests to the potential career. She said that could expose people to fields they did not know about.Additionally, the site has a list of 72 priority jobs in San Diego County, which the partnership says pay 90% of its workers at least per hour, and should grow by at least 6.5% annually. 1430

SAN DIEGO (KGTV) – A man was arrested in connection with the shooting death of a woman in a Mountain View apartment, San Diego police announced Thursday.SDPD officials said officers responded to reports of a shooting inside an apartment unit in the 4500 block of Imperial Avenue at around 4:30 p.m. Wednesday.Officers arrived and found a woman, later identified as Emily Cortez, with a gunshot wound in her upper torso. She was located on an upstairs walkway of the apartment complex, SDPD officials said.According to police, a man was providing medical aid as officers and emergency medical crews arrived at the scene.Despite life-saving efforts, Cortez, 19, was declared dead at the scene.During their investigation, SDPD Homicide Unit detectives identified the suspected gunman as 18-year-old Jorge Manuel Sanchez and arrested him in connection with Cortez’s death.SDPD officials said Cortez and Sanchez lived in the apartment where the incident occurred, and the suspect and victim were in a relationship.No other information was released.Anyone with information regarding the incident is urged to call the SDPD Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1188
